    RULES GOVERNING THE NCPAG STUDENT COUNCIL ELECTIONS 2003

1. Introduction. This is a set of rules governing the elections of the National College of Public Administration and Governance Student Council (NCPAG-SC) for the academic year 2003 � �04. It was drafted by the incumbent Legislative Council of the NCPAG-SC. It aims to:

a. Provide safeguards and ensure orderly and credible elections of the NCPAG-SC; and,
b. Outline and prescribe basic election rules and guidelines.

2. The College Electoral Board (CEB). The College Electoral Board (CEB) is the final arbitration, policy-making and implementing body with regard to the NCPAG-SC elections. Its decisions shall be collegial and require concurrence of at least a majority of all the members of the Board. Its membership shall be guided by Article V, Section 3 of the University of the Philippines Election Code.

3. Members of the CEB. The CEB shall be composed of the following: 1. The NCPAG College Secretary, or his/her OIC in case of absence, 2. Two (2) members of the NCPAG faculty, 3. Two (2) students who are not affiliated to any student organization or political party based in NCPAG.

4. Student Council Positions. Contested positions for the upcoming elections are:

Executive Council
One (1) Chairperson
One (1) Vice-Chairperson
Four (4) Administrators (to be elected at large by all the members of the General Assembly)

Legislative Council
Four (4) Undergraduate Councilors (to be elected at large by the members of the Undergraduate Assembly)
Four (4) Graduate Councilors (to be elected at large by all the members of the Graduate Assembly)

5. Qualifications of Candidates. To qualify for any of the Student Council positions, a candidate must possess or satisfy the following qualifications:



a. Must be a bona fide enrolled student of NCPAG;
b. Must be of good academic standing in the college; policies of the NCPAG on academic standing shall apply;
c. Must have a residency of at least one semester in NCPAG
d. Must have a regular load of fifteen (15) units for BAPA and six (6) units for graduate students; and,
e. Must not have any pending case with the Student Disciplinary Tribunal, nor has been found guilty in any disciplinary case of any act involving moral turpitude as defined by the Revised Penal Code.

The candidate must complete in duplicate a Certificate of Candidacy form (inclusive of the Certificate of Candidacy, Residence, and Academic as well as Conduct Eligibility) and submit the same together with the following supporting documents not later than 12 noon of the 13th of March, 2003:

a. bio-data
b. 2 x 2 ID picture
c. platform (party platform for those with party affiliation, individual platforms for independent candidate)

Note: Platform should be typewritten or computer-type in 8.5� x 11� bond paper. The candidate/s should affix his/her/their signature/s over his/her/their (respective) name/s. The names of the official poll-watchers should likewise be submitted to the CEB, provided that it is understood that one party is allowed only one watcher at a time. For independent candidates, he/she is allowed to only one watcher at a time, as well.

6. The Electors. To qualify to vote, a student must be duly registered and currently enrolled in the BAPA, MPA, or DPA degree program at the NCPAG. Those enrolled in residence while finishing their degree requirements (e.g. thesis or dissertations) are qualified to vote. Cross registrants, however, are not qualified to vote except in their primary unit.

7. Election Calendar. The Electoral Board, together with the incumbent Legislative Council of the NCPAG-SC, shall determine the election period. The election period shall start on the first day of filing of certificates of candidacy and last for not more than four (4) weeks, unless extended by the CEB due to protests and appeals, among others.

For the 2003 Election period, the following election calendar shall be observed:

(Friday, 12 noon)

March 14 Release of Final Official List of Candidates
(Friday, 5pm)

March 15 - 20 Official Campaign Period; Room to room campaigns with permission
(Saturday- Thursday) from professors

March 20 NCPAG Convocation, Miting de Avance
Last day for campaign

March 21 Election day
(Friday, 9am � 7pm)

March 22 Announcement of Election Results and Proclamation of Winners

March 24 Last day of Filing of Election Protest

March 25 CEB Meeting to deliberate on Protests

March 26 Release of Decisions

March 28 Oath-Taking of the New Set of Officers

8. Campaign. Allowed campaign materials shall consist of flyers, ribbons, nametags for identification and other materials not falling under the list of prohibited campaign materials. The maximum size of posters shall be that of regular cartolina size.

The following are prohibited campaign materials:

a. Material gifts with party name and/or logo or candidate�s name
b. Machine-made buttons, badges, pins and stickers
c. Bookmarks
d. Matches or lighters
e. T-shirts with line-ups or party names (either worn by candidates or supporters)
f. Streamers or banners bearing party name or line-ups; and
g. Other forms of political gimmickry as may be determined by the CEB. Posters, buntings and similar election materials should be placed only at designated areas. Stickers attached to College properties (e.g. furniture and fixtures) are not allowed.

9. Clean up. It is the responsibility of each party to clean up their election materials after the election. There shall be a bond of P 500.00 to be required of each party and a bond of P250.00 for each independent candidate to ensure that they will clean up the places where they placed campaign materials. Failure to clean up one week after the elections shall mean forfeiture of the bond and disqualification of guilty parties and individuals from the next SC elections. Forfeited bond shall be used to defray the expenses for cleaning up. Unexpended amount will be turned over to the NCPAG-SC.

Room-to-room campaigns are allowed but only with the permission of the faculty in charge at the time designated by the latter.

All other issues or questions not clarified regarding the campaign and other subjects herein shall be submitted to the CEB for decisions.

10. Elections, Canvassing, Proclamation and Protests. Elections shall be held at the polling booths at the CPAGE at the dates and time earlier stated. Canvassing shall be done immediately after the voting. A report on the results of the elections shall be prepared and signed by the Chairperson and members of the CEB. Proclamation of the winners shall follow the rule of plurality, i.e. one garnering more votes wins for a contested position with two or more candidates. In case of a lone contender for a particular position, he/she should garner a confidence vote equivalent to 1/3 of the total number of votes casted. Proclamation shall be done immediately and publicly. Protests shall be filed with the CEB not later than 5:00pm of March 24, 2003.

11. Penalties. Disciplinary Action shall be imposed on parties that violate these guidelines. For the first offense: formal warning; second offense: disqualification of four party candidates (excluding the Chairperson and Vice-Chairperson); third offense: disqualification of the whole slate.

For individual candidates who violate these guidelines, the sanctions shall be: First offense � Formal warning; Second offense � Disqualification; Third Offense � Disqualification as an elector in the forthcoming NCPAG-SC Elections
