First step is to fill the rough fiberglass tube with filler.
Then sand as smooth as possable with #40 grit paper.
If the tube looks good give it a heavy coat of primer,If it dosent,fill it
again..
Make sure the surface is smooth and even and most of the holes are filled.
The priming of the filler and fiberglass is
very important because of the two different materials.
If the primer is not heavy enough the filler
will show badly through the paint.
The other problem that can happen with laquer primers,the laquer thinner in
the paint soaks the filler with thinner, the primer drys very well on top
but the thinner in the filler takes longer to evaporate.
A week after you paint, the thinner comes out of the filler and your tube
will look textured.
I use only two part primers for this reason.
If you use laquer, use many coats and let each one dry very well.
If you use anything but a two part primer, let it dry for two days.
  If you use epoxy or urethane you can sand it and recoat it the next day.
Fill any pinholes you see with a paintbrush and epoxy primer or spot puddy.
fill two to three times, as needed to fill the holes.
Once the holes are filled, sand the tube with #80 till smooth, removing
almost all of the first primer from the surface.
The tube is now smooth enough to give it the final prime.
Spray the final coat of primer on heavy
and smooth, wait till it cures, sand with #320 wet or dry, tack down then
paint.
