    CRESTVIEW - Alan Sampson believes it's his right to fly the flag upside down and that he wrongly spent a few hours in jail for expressing his opinion, no matter how unpopular it is.


    Chief Maxie Barrow said the events are the result of an accidental misunderstanding, a miscommunication and an irate citizen.

    On Sunday night, Sampson, 46, was arrested for disorderly conduct and public mutilation of a flag, both of which are misdemeanors.

    Earlier that day, Sampson decided to turn the American flag in his front yard, upside down. The man who served 22 years in the Army is in a dispute over the custody of his children and is furious at the Department of Children and Families.

    He called the Crestview Police Department, let them know of his flag display and requested extra patrol to discourage anyone from harming his property, according to displatch records.

    While responding to a call from one of Sampson's neighbors later that night, Crestview police officer Andrew Schneider flipped the flag to turn it right side up.

    When Sampson saw the change, he was angry.

    "I believe I have something to say and want someone to listen to me" he later explained. :You don't have the right to impose your views on me. Don't they realize that what I'm doing makes America America? I don't understand why the Crestview Police Department can so arrogantly violate my rights."

    However, Crestview Police Chief Maxie Barrow claims his officer was not made aware of Sampson's call informing the department of his actions.

    Barrow is looking into why Schneider was not informed of the call.

    In a police report, Schneider said he thought he was doing Sampson a courtesy because he thought vandals had turned the flag upside down.

    "It's not our job to police the way people fly their flags." Barrow admitted. "I don't know that we should try to fix everything. But it's hard to fault the officer. He thought he corrected the vandalism."

    Sampson called the police and Schneider returned. According to a police report, Sampson cursed, yelled and would not quiet down, despite repeated warnings. Sampson also stomped on the flag.

    "He became disorderly and disrupted the neighborhood." Barrow said. "He was using language the neighbors didn't want to hear. He was not completely stable that night. Unfortunately, he had to be arrested."

    Sampson was arrested and taken to Okaloosa County Jail, where he spent a few hours before being released on his own recognizance.

    Sampson claims he was never warned about his conduct and that the officer got into his face. He also says he never trampled on the flag.

    "That's a lie that I trampled the flag." Sampson said. I wouldn't do that. Where are the footprints? They can also test if it's been washed."

    Sampson has been in touch with the Florida Department of Law Enforcement and intends to bring a complaint against Schneider for tampering with his property.

    "I lived on the front lines for 22 years," Sampson said. "I swore to uphold the Constitution of the U.S.A. against foreign and domestic enemies. It is about freedom of our way of life. That's why we spend our life defending our right to do what we want, as long as it doesn't impose on other people."

    Chief Maxie Barrow's assertion that his officer "thought vandals had turned the flag upside down." does not explain why his officers also flipped the flag to turn it right side up a second time when Alan Sampson was taken to jail. 

    Though Crestview police officer Andrew Schneider is new to the force, (Crestview Police Department) all veteran Crestview police officers are personal acquaintances with Alan Sampson.

    Alan Sampson has been investigated, harassed, jailed and physically assaulted by many of  Crestview police officers. At the allegations of his wife, during a long child custody dispute, numerous charges have been  filed.

    Ms. Sampson's charges have ranged from terrorist activities to harassing phone calls. All charges have been unfounded. The number of charges by Ms. Sampson is in the hundreds.

    Alan Sampson has been jailed without bond for a week, in a cell without a functioning commode. Paid numerous lawyer fees to have cases dismissed before court time and assaulted while in restraints. Alan's property was removed from his home while Ms. Sampson had temporary residence in his home per a court order. The order specified that Ms. Sampson not remove any property. The Crestview Police Department refused to investigate. or take any action to retrieve his property.

  The Crestview Police Department has not been the only Florida State or Government agency to be deceived by Ms. Sampson. The Okaloosa County Sheriffs Department, the Guardian Ad Litem and many Okaloosa County Psychiatric Professionals have also fallen prey to the delusions and allegations of  Ms. Sampson.

    One common factor, in all the agencies, is that no one, once realizing that charges and allegations are false are willing to admit or take action to correct any wrong doing.

    Current legal actions against Alan Sampson have resulted in numerous depositions. These depositions are proving Alan's position that Ms. Sampson is at the bottom of all allegations against him.

    The webmaster of this site was threatened with extradition to Okaloosa County during investigation of Misdemeanor charges against this website by the Okaloosa County Sheriff's Department. Charges eventually dropped.

    Alan's dog, Rosie, was disposed of by the Okaloosa County Sheriff's Department while he was jailed on a false allegation by Ms. Sampson.

    It is not the responsibility of one family to educate city, state and government officials on the subject of the The Constitution of the United States , The Bill of Rights or Florida State law. However, this family is not prepared to surrender these rights.
