The Spanish Final was be held on February 8th at the TVE Studios in Madrid, hosted by Carlos Lozano & Paloma Lago. The winner was chosen by a mixture of 17 regional juries and televoting.

Serafin Zubiri previously represented Spain in 1992. At the Eurovision he came equal 18th. Anabel Conde represented Spain in 1995.
