The Norwegian Final was held at the Hotel Royal Christiania in Oslo on March 24th, hosted by Leif Erik Forberg. The 10 songs were initially reduced to 5 finalists, and then the winner was chosen by the votes of regional juries, a press jury and an "expert" jury.

Ketil Stokkan previously represented Norway in the 1986 ESC. He also came 2nd in the 1983 Norwegian final. At the ESC, he was equal 21st. Jahn Teigen represented Norway in ESC 1978, 1982 & 1983. His backing singers were Anita Skorgan who represented Norway in ESC 1977, 1979, 1982 & 1983 (as a backing singer) and Carola Häggkvist who represented Sweden in ESC 1983. Tor Endresen was a backing singer for Norway in the 1988 ESC.
