BRIGHT is a 32-bit Windows command-line utility written for single-sweep conversion of multiple textures to 8-bit palettised format using either unique, or a specifiable number of shared palettes, retaining the optimal colour range; there is also a special option to provide a good colour representation for mipmapped versions of the texture.

Texture Maker

A very useful program that excels at the creation of seamless textures.
It has a variety of different texture generation, distortion, and modification algorithms and filters.
The trial version only allows you to save images of 320x320 pixels or less, but that is more than adequete for Thief's 256x256 pixel maximum texture size.
