WW has 2 official tournaments: Individual (a.k.a. tourney) and Clan.

Tournament

Get XWIF - it does what WW's QM service is supposed to do - pair you with opponents of similar rank. You also get to see the other person's rank, so usually, if they're 100-0, you want to cancel on them. You can also play Tournament under "Custom Match," but those are mostly one-mappers (losers that have nothing else to do except play the same map 500 times a month).

Start near the middle of the month - so you won't play potential 1000-pt players when they have 0 pts in the beginning. You can climb the ladder much faster.

There are lots of cheaters, in both types, so beware... this is how you can spot them - most have "amazing" records, because if they sense they're about to lose, they wash the game (meaning it doesn't count). This is seen under the WW site as "Player1 (123 pts) Plays Player2 (321 pts)." If you're quick, you can alt-tab out during the match screen and briefly scan the list.

Clan

Much tougher, as players can design their own games.

As a general indicator, clans playing on Country Swing and Mt. Olympus are good (Iraqi) clanners.

 

Good luck, but remember to have fun. That's why we bought the game in the first place... If you play for competition, do something for real (this is for a mouse pad and a mention on the RA2 site which noone ever looks at). I hear paintball is fun.
