Early
While the title suggests a "rush" to the central buildings, one does not necessarily win by garrisoning the structures. However, if the game drags on, he who controls the center is handed an automatic victory. Capture the airport (when it's safe, of course) to build off the center later.

* note - the first infantry unit built should easily garrison a close building. Don't just leave him there! Move closer, and you can perhaps garrison a close building next to your opponent's bridge.

If you already haven't outtanked him by now, you should have realized your limits and have already captured the airport. Make certain your opponent doesn't harvest from his third ore field, and he will sooner or later capitulate. You can also destroy both bridges to further frustrate your opponent.
