ARTICLE I - OBJECTIVES

a. To keep informed on the activities of the Fairfax County Planning Commission and the Board of Supervisors and to bring to the attention of the membership matters affecting this area.

b. To discourage unfavorable zoning of properties in this area, and to encourage enforcing existing zones.

c. To insure that the views of the membership are properly represented and brought to the attention of the Planning Commission and the Board of Supervisors.

d. To encourage the development of parks and recreational areas where land is presently available and to preserve the dignity of the historic Mount Vernon Area.

e. To interest ourselves in the expenditure of tax dollars by the County with the purpose of insuring a fair share for the Mount Vernon Area.

f. To encourage the improvement of educational facilities for children of this area.

g. To determine desired improvements and support them.

 

ARTICLE II - PRESIDING OFFICER

At all meetings of the Association, the President, or in his absence, the Vice President, or in the absence of both of them, any member designated by the President, or should no member be designated, or in the absence of the designee, any member present selected on motion shall preside.

ARTICLE III - DUTIES OF THE OFFICERS

The President shall conduct all meetings of the Association, appoint all committees, except the Board of Directors, Audit and Nominating Committees, Membership committee, with the advice and consent of the Board, and exercise all powers and perform all duties usually incident to the office. He shall prepare a written report covering the activities of the Association and his office to be made at the Annual Meeting and filed on record, and represent the Association (or appoint a representative) at various functions.

The Vice President shall perform all duties and have the powers of the President in the absence of the latter.

The secretary shall keep the records of the Association; record the minutes of each meeting; issue all official notices and have possession and supervision over the property belonging to the Association. He shall keep an accurate and up-to-date record of the names and addresses of all members, and make a written report of his office to the Annual Meeting, which shall be filed on record.

The Treasurer shall keep the accounts of the Association in true and accurate manner; shall deposit all money of the Association in a local banking institution; shall make a report at any meeting of the Association, when requested; and an annual report to the Annual Meeting, which shall be filed on record. The funds of the Association shall be subject to withdrawal upon his signature or that of an Officer when specifically authorized by the Board.

ARTICLE IV - BOARD OF DIRECTORS

The Board of Directors shall meet monthly from September through June in each year at such time and place as designated by the President and upon notice from the Secretary. The President may call special meetings at other times.

ARTICLE V - COMMITTEES

The President shall be ex officio a member of all committees except the Nominating Committee.

a. Nominating Committee. There shall be a Nominating Committee consisting of three (3) members of the Association appointed by the Board of Directors at the regular meeting in March. The Nominating Committee shall select on nominee for each office or seat on the Board to be filled and report at the Annual Meeting in May. Following the report of the Nominating committee, and opportunity shall be given for nominations from the floor. Only those who have consented to serve if elected shall be eligible for nomination, either by the committee or from the floor.

b. Auditing committee. An Auditing Committee to conduct the annual examination of the Treasurer's accounts shall be appointed by the Board of Directors at least two (2) weeks before the May meeting. Members of the Board of Directors are not eligible for serving on this committee.

c. Other Committees. The President shall, with the advice and consent of the Board of Directors, establish committees to carry out the objects of the Association, such as Membership, Planning and Zoning, Budgets and Schools, Transportation, Sidewalks, Sewage, etc.

ARTICLE VI - DUES

There shall be no initiation fee as a prerequisite to membership. The amount of the annual dues shall be determined by the Board of Directors and announced at the first general meeting of the Association after the Annual Meeting. Annual dues shall be due and payable in September of each year. Dues for new members will be payable upon application for membership.

ARTICLE VII - BLOCK CAPTAINS

Block Captains are a primary means of communication between the elected leadership of the Association and the residents. They also are an organization through which many activities of the Association involving participation of the entire community are accomplished.

ARTICLE VIII - AMENDMENTS

These By Laws may be amended at any regular meeting of the Association provided notice of proposed amendment or amendments shall be announced at least one month in advance.
