| Muntinlupa City lies within 14�23� longitude and 120�02� latitude and is located on the southwestern coast of Laguna de Bay. It is bonded on the north by Taguig, on the northwest by Paranaque, on the west by Las Pinas, on the southwest by the province of Cavite, south by the province of Laguna, and on the east by Laguna de Bay. It is 22 kilometres south of Metro Manila, easily accessible to the southern provinces of Laguna, Batangas, Quezon and all points of Metro Manila through the National Highway and the South Luzon Expressway (CPDO, 2001). It has a total land area of 46.7 square kilometers, the fourth largest in the region of Metro Manila (NSO). After World War ll in 1945, infrastructure projects were implemented including the first Muntinlupa municipal hall. There was an increase in the rise of residential housing, factories and business establishments. Portions of the town�s 4,673-hectare land area (mostly land farms) were developed. After the ratification of the 1986 Constitution, Muntinlupa was divided into two districts. District I included Barangays: Tunasan, Poblacion, Putatan and Bayanan while District II consisted of Barangays: Alabang, Cupang, Buli, Sucat and New Alabang. During the Bunye Administration in 1994, Muntinlupa signed a sisterhood pact with Gunma, Japan. The covenant called the �Muntinlupa-Gunma Sisterhood Pact� established bilateral relations between the two municipalities. Muntinlupa formally became a charter city when President Fidel Ramos signed Republic Act 7926 proclaiming Muntinlupa as a city. Bunye then became the first representative of Muntinlupa City in Congress, while Jaime R. Fresnedi became the mayor up to the present time in 2002. Some government agencies like the NBI Satellite Office (National Bureau of Investigation), the Registry of Deeds and Land Transportation Office were established for the delivery of basic services while more infrastructure projects education-related programs were further pursued. The average annual family income of Muntinlupa City based on Family Income and Expenditure Survey 2000 is P238,038.00 (National Statistics Office, 2002).
