Background of the Study
Global education is not offered as a single entity in most school curriculums, instead all subjects integrate various topics of Global issues and trends. Pinhey (2002) mentioned that developments over the past two decades increased the media exposure of nations and interactions among them. While nations attempt at international cooperation, cultural misunderstandings exist. However, Pinhey stated that if citizens are reasonably informed about the cultures of other nations, the possibility of effective and fruitful interactions among nations is enhanced. The use of Information Technology (IT) such as the World Wide Web (WWW), electronic mail (E-mail), and teleconferencing are tools that teachers use to take Global education beyond the classroom textbook to connect classes with other students, politicians, scientists, authors, company heads, and other leaders from around the world. The opportunities according to Pinhey dispel stereotypes and forge camaraderie, both elemental steps toward building mutual respect required for international relations in the global age.

Going through the list of the Oxfams Six Values and Attitudes for Global Citizenship, this researcher reflected the presence of these in Filipino adolescents, specifically those with OFW parent/s.  Whether these so-called victims of parental absenteeism, carry an edge over students whose parents work locally, since it is presumed that the bonding and communication with parents transcends to countries such as Saudi Arabia, USA, etc. which makes the awareness, internalization, and practice of anything and everything Global higher in level.
In the local scene of OFW families, due to poor local economic earnings, children during the developmental stage are left behind with one parent, relatives, or elder siblings, while the parent/s work abroad.  The problems on school performance have become a growing concern of school authorities. Aside from counseling that focuses on the coping up of problems in parental absenteeism, preventive measures should be undertaken. Adolescents of OFWs like other adolescents need activities and programmes they can join and divert their energy in positive ways. The worldwide educational trend towards Global Education, specifically that of Global Citizenship is one venue. One of the advantage of OFW children is the fact that they have OFW parent/s who can be first hand source of information on Global trends and issues, and their sensitivity to world affairs due to the fact that their parents are working abroad.  At present, only the surface of the world of children of OFWs has been scratched while they grow in number daily.
The current local vis--vis global situations have caught the interest of this researcher who has been a local high school teacher for more than ten years.  Her experiences to travel and study in Japan through various scholarships have also made her aware of the countless data banks on Internet websites reflective of their extensive utilization in the academic, research and guidance/counseling sectors of the Japanese society. The typical Japanese adolescent holds the basic values and attitudes, and have opportunities to practice and enhance them further - because information on them are available conveniently and extensively utilized by the school, community, and society.
This research hopes to produce data on adolescents of OFWs in a website that may be availed by All, for various educational purposes, even accessible for personal reference by OFW parents worldwide.
A website that will grow as more information are added by participation of NGOs and government agencies, as well as schools.
The impact of globalization on international migration causes social disruption and is likely to shake more people loose from their communities and encourage them to look abroad for work. This is a statement released by the International Labour Organization: Workers without Frontiers (2000). It is the hope of this researcher that this investigation would be one of the response of the Education sector to assist the government and NGOs working for OFW family welfare to further develop programmes to strengthen family ties and take more progressive and practical steps for Global Citizenship with the children of OFWs in the frontline.
