CEQA requires EIRs to consider a reasonable range of project alternatives that are capable of reducing a project's significant environmental impacts. Without a meaningful analysis of alternatives, the public is left blindly trusting that better solutions were not available. MST submitted this alternative that would reduce storm water pollution, recreational, air quality, climate change, and traffic impacts while still offering 42 lots but the EIR did not adequately consider its advantages, thus violating CEQA. |
