I have personal knowledge that Works 4.0 for Macintosh will run under MacOS 9.0 and 9.1; I have done this myself, and at one time used Works 4.0 on two separate 9.1 systems.
On one of the 9.1 systems, the installation procedure was very strange. I put in the first floppy and started the installer. It seemed to start O.K., but then I got a Finder error that the Microsoft Works Installer had unexpectedly quit. However, the installer window was still open, so I kept going with the install wizard, and it ran all the way through. Works was installed fine and it runs fine, too. So, if the installer "unexpectedly quits", but is still running, go with it and see if it works.
I've also run Works on OS X 10.2.x in the Classic environment with OS 9.2.2 (I've also heard from two different people on the net that they have it working in Classic, too). NOTE: I haven't gotten it to work under Panther. The installation procedure was also weird for this system. I couldn't get the installer to run at all: not in Classic, not booted into 9, not booted into 9 with extensions off. So, I just copied the Works application folder from one of OS 9.1 systems, and tried it. It worked. So, if you need to run Works 4.0 under 9.2.2 in Classic and can't get the installer to run, install it on some other system and copy the folder.
Having said that it does run under OS 9.x/Classic, I have heard of a problem where Works says that it can't start because there isn't enough memory to work with OLE (or something to that effect). This can occur, I think, either because the OLE extensions currently installed are the wrong version, or they're not installed at all. FWIW, I know that Works 4.0 can run under OS 9.x/Classic with the following extensions (found in your System:Extensions folder):

I've had one user tell me he also had to install the "Microsoft Component Library" and "Microsoft Structured Storage" extensions to get Works 4.0 running under Classic.
