We replaced the much simpler outline with our old one at Curiosity because well, it's just easier to see what we're looking for. So here it is.
Layout (25%): Neatness, colors match, pleasing to the eye (super bright neon colors are not soothing to the eye), easy navigation
Content (25%): Informative, good balance of image and text, is there anything to do?
Originality (15%): Uniqueness, creativity
Interaction (10%): Different features allowing your visitors to express opinions or to contact you (i.e. polls, guestbooks, e-mail links)
Miscellaneous (20%): Correct spelling and grammar, no broken links, no broken images, load time, frequent updates, 'home' button on every page
Other (5%): Nice graphics, 800 x 600 or 1024 x 768 screen resolutions compatible, links
