Broccoli Red Pepper Soup

2 lbs coarsely chopped frozen or fresh broccoli
1 large diced onion
3 minced garlic cloves
3 Tbs. dried vegetable soup mix such as vege base
1/3 cup uncooked brown rice
3 red bell peppers
Juice of one lemon
1 Tbs. vinegar
Pepper, thyme and tarragon to tast

In a large soup pot, combine 2 quarts of water, broccoli, onion, garlic, vegetable soup and rice.  Cover and simmer on low.  Roast peppers under broiler or grill until skin begins to blacken.  Quarter, peel and seed peppers then put in blender with softened broccoli and enough liquid from soup to puree.  Add puree back to pot then add lemon juice and vinegar.  Season with pepper, thyme and tarragon.
