League Constitution
Major League Baseball Keeper League
Commissioner:  Bill (Cleveland)
I.  Teams and Rosters

I.1  Sixteen teams will complete in the MLB Keeper League, with each team name consisting of actual MLB teams (i.e. Cleveland Indians, Kansas City Royals, Atlanta Braves, etc).

I.2  Yahoo limits us to 30 players for the game.  This does not affect the status of your 35 man roster.

I.3  Total roster will consist of 25 MLB players and 10 minor leaguers.  You can have fewer players on your roster, but you cannot have more.

I.4  Starting Roster:

1 Catcher
1 1st Baseman
1 2nd Baseman
1 3rd Baseman
1 Shortstop
3 Outfielders
1 Utility Player
3 Starting Pitchers
3 Relief Pitchers
3 Pitcher
5 DL spots

The rest of the spots are left for bench players.

I.5  Minor leaguers are designated major leaguers after the following playing time:

Pitchers - 15 games
Hitters 30 games

When the above limit is reached that player must be placed on the major league squad.  A manager will need to either call up this player or place him on waivers.  Waiver rules will apply to the player.

II.  Scoring/Playoffs

II.1  MLB Keeper League is a head-to-head league.  Categories used are: AVG, RBIs, RUNs, HRs, SB's, and Total Bases for hitters.  Pitcher categories are: ERA, Wins, WHIP, Saves, Holds, and Strikeouts.  In order to win you must win a majority of the category battles.

II.2  Weekly games will be played from Sunday to Saturday.  If Yahoo changes this then we change also.

II.3  The regular season will be 22 weeks long.  The final 3 weeks of the season (weeks 23-25) will be set aside for the playoffs.   Teams finishing in top 6 will play for the league championship.   Teams that finish 7-12 play in the 2nd tier of playoff games.

III.  Money

III.1  The following explains the rules on awarding money:

- Each win = $3
- Each tie = $1
- Playoff Birth = $5
- Playoff Win = $5
- Championship Win = $10

Final Standings after Playoffs:

- 11-20 = $10
-      10 = $11
-        9 = $12
-        8 = $13
-        7 = $14
-        6 = $15
-        5 = $16
-        4 = $17
-        3 = $18
-        2 = $19
-        1 = $20

III.2  All teams will make a minimum of $10 a year.  This does not include money raised by wins, ties, and playoff money.  Be a smart manager and use your money wisely.

III.3  A team will be fined $10 for intentionally forfeiting a week (i.e.  Sitting their team, etc)

IV.  Free Agents

IV.1  You are not allowed to pick up free agents at any time.   There are designated free agents drafts in which take place during the season.

IV.2  Free agents are not free.  They cost money.  We use the Yahoo fantasy ranking in determining a free agents price.  The following price list shows how much each free agent will cost:

Rank       Cost

    1 -   50 = $20
  51 -   75 = $19
  76 - 100 = $18
101 - 125 = $17
126 - 150 = $16
151 - 175 = $15
176 - 200 = $14
201 - 225 = $13
226 - 250 = $12
251 - 275 = $11
276 - 300 = $10
301 - 325 = $  9
326 - 350 = $  8
351 - 375 = $  7
376 - 400 = $  6
401 - 425 = $  5
426 - 450 = $  4
451 - 475 = $  3
476 - 500 = $  2
501 -   up = $  1

For the purpose of player rankings, we will use Yahoo Rank, NOT Yahoo O-Rank.

V.  Trades and Waivers

V.1  There is no final trade date.  Trading is allowed all year long.

V.2  The commissioner will review all trades and approve or reject the trade.  The trade will be rejected only if it is detrimental to the league (i.e. trading all good players from last place team to top team for junk).

V.3  All trades will require a league vote,
IF two or more team owners request one within 48 hours of trade agreement.  To approve a trade, a vote/poll will require a 66.67% yes vote.  Anything less, the trade will be vetoed.  For any trade vote, a minimum of 10 managers must place a vote, in order for it to pass; otherwise, the trade will be vetoed.

V.4  You can trade money that you have earned through out the year.  You cannot trade money that you have not earned yet or money that you expect to earn.

V.5  We will not follow any Yahoo rules on waiver period since we cannot pickup Free Agents whenever we want.  Players can be waived (outright dropped) at any time during the year.  The player will be on the league waiver wire for 7 full days.

V.6  Players on waiver wire will go through a bidding process.   Bidding starts at $1.  Any team can bid at this time.  Team with the highest bid after 7 full days wins the player.  If a player receives no bids, he returns to the FA pool for the next draft.

V.7  Any player on the waiver wire is not eligible to be drafted during any FA draft.  If a player's waiver end date falls during a draft he is not eligible to be drafted until the next FA draft.

V.8  All trades that are done during the off-season must be posted to the Yahoo group.  One manager should propose the trade.  The other must accept it, in order for it to be put to a vote.  See V.3 for more information on passing a trade.

V.9  All trades done during the season must be posted on the league home page message board.  One manager should propose the trade.  The other must accept it, in order for it to be put to a vote.  See V.3 for more information on passing a trade.

VI.  Free Agent Drafts

VI.1  During the season there will be 3 FA drafts.  The first draft will start in Week 5 of the schedule.  The 2nd draft will start in Week 11 and the 3rd draft will start in Week 18.  All regular season drafts will be 1 round.

VI.2  Prices for players selected will follow the pricing guide in section IV.2 .

VI.3  Everyone has 24 hrs to make there pick for any FA draft.   Team managers will have 24 hours to make their pick in the rookie drafts.

VI.4  Roster restrictions still apply to all drafts, so if you pick up a player during the any draft, and if that puts your team over the roster limit, you will need to drop a player.

VI.5  Off-season drafts:  We will conduct 2 drafts during the off-season.  1st draft will a 2 round Rookie draft.  All rookies will cost $5.  A rookie is someone that has played no games in the major league.  The 2nd Draft will be a Free Agent draft lasting 2 rounds.

VI.6  The off season draft will allow those teams that finished in the bottom 10 to pick one player at half price.  Those that finished in spots 7-16 have this ability.  So if Pedro Martinez (ranked 3rd) was dropped he can be picked up by the 16th ranked team in the FA draft for $10.

VI.7  The commissioners will oversee all drafts, but can designate another manager to help with the drafts if needed.

VII.  Off-season Rosters

VII.1  The off-season designates time for us look over the past season and see our failures.  In that all teams that made the playoffs (top 6 teams that went for league title) must drop 1 player that is ranked in the top 50.  Teams 7-12 must drop a player that was ranked 51-99.  Teams 13-16 do not have to drop anyone.   If a team does not have a player ranked in the category in which they need to drop a player, they will be required to drop their next highest ranking player.

VII.2  At the end of the season, all teams are required to meet roster restriction of 25 major league and 10 minor league players.  This includes DLed players.

VIII.  Off-season Rule Changes

VIII.1  There will be a time during the off-season when all managers will be asked to submit rule changes for the upcoming season.  This is each team's opportunity to bring up any proposed changes to the rules we abide by.

VIII.2  All rule changes must be brought to the floor by a league member and be seconded by another league member.

VIII.3  In order for a new rule change to pass a 2/3rds (66.67%) majority must be made.  In other words, in order for a rule change to pass, it will require a 66.67% yes vote.  Anything less, the rule will not be passed.  For any vote, a minimum of 10 managers must place a vote, in order for it to pass; otherwise, the measure will not pass.

IX.  Some Various Commish and Member Rules

IX.1  In the event of an election of a new commissioner, there must be a 75% majority for an election.

IX.2  The new commish then must get a 75% majority in the election.

IX.3  In order to vote out a current league member there must be a 75% majority for it to pass unless the league member states his objection to the league and leaves.
