Capitalocracy is a system of government invented by Michael J. Tyrpak the creator of this site. A Capitalocracy is a form of government in which all services are paid for on a need basis, and very little is taken care of by the government itself (think capitalism meets democracy, the ideal goal of conservatives). For example Police service will be dealt with in a similar manner to that of modern alarm companies in which people pay different providers to protect their home. If a person has a good enough deadbolt, bulletproof windows, or perhaps just a big shotgun, they probably don't need police coverage (similar to the way people out in rural America deal with things). Services such as Fire service will be a pay-per-use system in which people only pay when they have an emergency, in a similar way to the fact that you only buy the groceries you are going to use when you go into a grocery store.
