The above is an idiom meaning: “To prepare adequately then wait for (battle)”
Kusune in “Tegusene”
is an adhesive that is painted on the string of the bow in order to make it
hard. It is made by mixing oil with pine tar then boil them. The expression
手薬煉を引くis
short cut from [薬煉を手に取り弓の弦に塗る]
which when translated to English reads “Take the Kusune in your hand, and Paint
it on the string of the bow”. This long expression has become “Pull the
Tegusune”.
