What I had:
     12 oz. Hamburger (4 patties)
     15 oz. Tomato Sauce
2-4 packages of Chile Ramen (see notes below)
Large skillet (with lid, unless you want to make a mess)
Something to cook the ramen in (like a saucepan)

Notes:
I usually buy the hamburger in a box (yes, I said a box) of 3 lbs, with 16 patties, and the tomato sauce in two large cans of 29 oz. each, which is enough to make four batches (which I can stretch to two weeks with enough ramen, bread, and lunch).
Now, as for the ramen. True beef stroganoff is two packages of ramen/batch, but I have comfortably stretched it to 3 if I go easy on eating the meat, and even 4 packages, but that just gives you beefy ramen. Good, but not really the point of the recipe unless you're really poor. Ingredients for four batches (see above) usually costs me about $10, plus bread and lunch, but that will vary depending on location.
Oh, and as for flavor: honestly, this works best with tomato ramen, but it's very hard to find. Chile is a good second choice, but I do NOT suggest Top Ramen's Hot Chile unless you feel like dying. Or feeling like it.
And now, the recipe:

What I did:
First, put the hamburger in the skillet, and add the tomato sauce.
Set the stove for Medium and cover the skillet.
Now, honestly, you can cook this as long as you want. I usually cook it for half an hour, but at that temperature the hamburger won't burn, so you could probably leave it for up to an hour. The longer the better, because the thicker it will be. But be sure to break up the hamburger, and stir occassionally ro mix the hamburger juice and tomato sauce.
Now, make the ramen. If you don't know how to make ramen, see my comments in
Cheap Ass Ramen Spaghetti. Drain off most of the water before adding the seasoning, though.
Add the ramen to the tomato sauce and hamburger.
Continue to cook on Medium until it's the proper thickness. Be sure not to burn the noodles, so you'll have to watch it carefully now and stir often.
     Serve.

Best served hot, but still very good cold.
Also goes well with italian bread.
Serves 1 hungry teenage guys for 2-3 meals (serves 4).

--Bon Appetit!
