Saiyan R.C.C.

The Saiyans are a warrior race that have evolved and now excel in combat.
These are a people that are in the business of planet sales.
They are the cleaners. They show up and clear the planet to be sold of all it's inhabitants.
Because of their unparalleled fighting abilies, and their ability to transform into a Giant Were-Ape they've been labeled as monsters by thoes less powerful, and Monkeys by their superiors.
Be aware that these characters are not to be toyed with or made fun of, lest you feel their wrath... And it's quite a helping they'll dish out!
The Saiyans are masters of martial arts, and know basic from birth, and can learn any new one in 1/4 the time.
Their abilites are so powerful that only one may be needed for a planet (depending on size) to destroy it.
Earth is a small planet with 6 billion, so one was sent. A planet the size of Jupiter, lets say, with a population of 30 billion would need four or five, maybe more depending on the arsenal of the populus.

The reasons for a Saiyan coming to Rifts earth could be sale of the planet, scouting, a Rip in space-time or a system error/failure in their pods.
If a sale is the reason, only one or two third class will be send as scouts. Then they'll need to send the information they collect to the merchants.
If a rip happens, they'll more then likely be any class and will try to make a new combative life on earth.
If they are the result of a system failure, then they will do their best to find someone that can repair it, although they don't know they can't leave the athmosphere at this time.


The Saiyan Race in this site is designed as an NPC or as a PC vs. VERY strong opponents. The usage of this PC can cause unfair balance to the game and other players to dispise your creative skills. PLEASE use this at your own risk.


Alignments: Any, but most are selfish or evil, less than 1/2 of 1% are Principled.
Requirements: High PS and ME are suggested, but not required.

IQ: 1d6 per rank
ME: 4d6

SDC: PEx3+20, +2d6per level

PPE: 2d6, +1d6+2 every level

Power Level
Roll 1d4 for 100's and 1d6 for 10's, max role is 460ki.
To determine how fast the character can power up, PE + ME x (current level) is used.
This tells you how much they have to use.
It takes 3 actions to power up to this level.

Once Ki is used, it takes the usual time to recharge
+5/hr via rest
+10/hr via meditation
Every level of experience add 2d8 to max. PL lvl.
*Attacks: All saiyans start with 2 attacks, not including bonuses or skills and gain +1 attack every 2 levels. (3,5,7, etc.)

Height: 6'2"

Weight: Avg. human

Appearance: They look exactly like humans and can pass as everyday human in any enviroment, except for their spikey hair.

Disposition: They are usually very arrogant and proud. A Saiyan will never admit defeat and will rarely show mercy. But, a Saiyan will become more docile/agressive depending on the alignment of his allies or his personal belifs.

Enemies: None to speak of in this megaverse, but can easily make them.

Allies: None really to speak of as a race, but they can make friends easily.

Constant Growth: Every time a saiyan gets the crud beat out of them, they get stronger. Whenever their SDC is near zero or close to it (+15 SDC or less), their PL increases 1pt per every point below 15!
Their PS increases 1 pt if they are at -10 HP and recover.

Regeneration: Saiyans regenerate 2d6 of their max hp/sdc day without psionic/medical intervention.

Flight: All saiyans know how to fly. Flight is 60mph + 10mph/lvl

Energy Blasts: All saiyans know how to use energy blasts. They're free of cost and deal 1d6 MD per blast, not including focused powers (add 10 Ki to attack to increase power 1d6)

Other Bonuses/Penalties:
All Saiyans are ambidextrous -- meaning they can use both hands equally.
All Saiyans have prehensile tails, when they look at a full moon, they transform into a giant were-monkey (all physical stats x10 and Supernatural)

Due to the Saiyans evolutionary and combative background, they recieve a -3 for use with all guns and rifles.br>

Saiyan style armor is not easy to come by and once sent to Earth, most cannot leave so once their armor is depleted, it's gone for good and can NOT be repaired anywhere but Splynn, but the cost is outrageous!

Armour Description:
The material feels like plastic and rubber mix and stretches like elastic. The entire suit is made of an almost indestructable elastic material. There are a few different colors and individual styles vary.
Generally the make up of the suit is an upper chest piece that may usually have flaps on the sides that cover the upper-outside parts of the legs and arms.
A full body suit -- only 1st and elite are allowed these: (MDC Varies, see above) -25% prowl
Main Body, shoulders, thighs: (MDC Varies, see above) -20% prowl
Undergarment (One piece): (15MD) -0% prowl if only item worn
Boots (10MD)
Gloves -- these are a matter of preference and may or may not be worn at the characters discression (3MD)
Helmet -- Saiyans will most likely not wear these. But again, it's up to the character. (35MD)

Scouter: This devise that fits over the left/right ear and has a small screen that goes over the eye (colors vary. choose one). The devise has the ability to read a persons Power Level, record information(100 GB of free space), and it can track people.
It can sense Ki only; It determines the characters Battle Potential. Another ability of this handy little gizmo is it can locate power sources by the energy they create. (i.e. a power plant, bomb, weapon of non magical origin).
Some people can repress their power level, (which is actually very easy), this will fool the scouter since it scans only the surface power of a target.
The devise also acts like a communicator. It can transmit audio up to 100mi on a channel undetectable, untraceable, and unhackable by all earth means. The scouter can scan anywhere on a planet. Audio is almost infinite if there's an active comm. array on a pod within that range.

Saiyan Space Pod: Looks like a big baseball with a little 1.5' window.

SPD: warp 5, with a cruising SPD of warp 2 and it has a deflect field around the pod that protects it from obstacles such as space dust & debris. It is voice operated, and can be remote controlled anywhere in a solar system!

The pod also has a built in rejuvenation unit. This unit restores 14 sdc/hr.
Sells for 3.5 million credits on Phase World, worth about 35-50 million on Rifts earth, as being one of the few devices that can leave orbit relatively undamaged.
attempted theft of these devices is very foolish. First they are usually encoded with a password with both DNA and passwords, second, they have 3 high explosives attached to the inside of the hull that are undetectable by current Rifts Earth technology. (2d6x10 to a 20' area!)

Money: 1d4x100 credits in tradable goods. If they wish to trade their armor it'll fetch up to 20,000 credits in large cities.

Psionics: All Saiyans are minor Psychics with potential to reach major.
All Saiyans start with Telekenis and Levitaion.


Select 1 from sensitive and 1 from the physical catagory.
At Lvl 3 select any 2 other Physical abilities.

Select 1 physical and one more per level starting at level 2.
Select 2 sensitive and one more per 2 levels starting level 4.
Select 1 Super Psionic and 1 from healing or physical at level 7.
Other Psionics must be learned through teaching (4% chance they will have the patience for this) and only physical/Sensitive will be used.
Super Powers
: Saiyans can not select super powers!

Saves: +2 vs. poison/toxins
-1 vs. Psionics
+5/(30%) vs. coma/death
+5 vs. HF
Also Immune to common human illnesses (i.e. Influenza, Common colds...) Serious Illness are 50% effective.
Cybernetics: Won't use them under ANY circumstances, EVER.
A true Saiyan will consider his injuries trophies of battle, even at the cost of half his combat bonuses.
Bionics: May get these if they feel they need them, only Bio systems will be used. These do not interfere with Ki abilites.
Experience: Use the Dragons's Exp. table

Life Span: 130 years average. But most die well before that in combat, PC's will usually be well under 40.

O.C.C.: 90% of ALL Saiyans will be Headhunter O.C.C.(minus the bionics)
The rest will choose an O.C.C. based on combat (Men of Arms) and will hone their natural combative skills.

99% of all Saiyans will only select skills for combat/survival. So thoes of you wanting Master robotics experts with a side of Mechanical Engineer... It won't happen, so don't try.

About Alignments:
good and Evil alignments are unique in the saiyans because they radiate a supernatural aura when powering/powered up!
This can cause animals to love the character or run away and raise heck when they approach.(-30% prowl)
