IMPLEMENTATION STRATEGY (Harbor Centre)


The basic strategy for implementing Harbor Centre is to incrementally pursue achievable projects within the framework of a long-range plan. The strategy also emphasizes project activities which will build on each other and create new opportunities when initial projects are completed.

The initial large-scale project will develop a marina in the north basin of the harbor and create marina support services in the Boatworks area. The marina project, for which planning and implementation efforts already have been started, will establish the initiative for constructing a hotel/exposition center on a riverfront site directly west of the marina.

These initial projects will build upon work already completed or underway. The riverfront revitalization, started in the early 1980's, has brought both public and private improvements to the historic riverfront area. Ongoing projects along the riverfront include expanding the historic shanty village, creating additional office space, and developing high-density residential properties overlooking the river.

The historic downtown retail area is the focus of a current project to improve traffic circulation, signage, and parking. Restructuring the business mix within this retail area will be based around businesses which currently anchor the retail district. In the future, project activities will focus on the south end of the retail district and the development of prominent, high-density, mixed-use commercial and office development.

Other initial project activities include improvements to the lakefront park adjacent to the north marina, preservation and reinvestment in residential neighborhoods, adaptive reuse of key historic and architecturally significant buildings within the Harbor Centre area, and development of a comprehensive identity and directional signage program for Harbor Centre and the entire community.

The cover graphic of this brochure shows Harbor Centre during the implementation of these initial project activities. The long-range vision for Harbor Centre is depicted in the centerfold illustration showing the construction of a South Marina District. This part of Harbor Centre is a concept dependent on future developments. However, it is an important long-range vision to sustain. Preserving this opportunity as the highest and best use for this important waterfront site is a major objecive of the Harbor Centre strategic implementation plan.


Area 8
High-Density Residential

Proposed redevelopment of this area includes the long-term conversion of existing industrial, commercial, and residential land uses to high-density residential developments such as beachfront condominiums, single family neighborhoods, and multi-family developments, all with direct lakefront access.


Area 9
Redevelopment District

This portion of the Harbor Centre plan targets the long-term redevelopment of the area west of the downtown business district. This plan calls for more retirement housing, institutional/human services offices, high-density residential development along the river, and expansion to Camp Marina.


This artist's rendition illustrates the optimum long-range development of Harbor Centre. The accompanying key plan identifies the location of the specialized-use areas that comprise Harbor Centre.


This illustration depicts the entrance to the Boatworks area as viewed from Indiana Avenue. Streetscape and signage improvements will focus attention on this unique special-use district.
