LEAGUE RULES
Introduction

The Muskego Athletic Association Flag Football League was created to provide young men and women with a safe, enjoyable football league while learning the fundamentals of football. All decisions will be viewed as in the best interest of the MAA and the players involved in the MAA Flag Football League.

All league players must be registered with the Muskego Athletic Association prior to participating in any Muskego Athletic Association activity (practices, league games, or tournament games). Any unregistered player participating in these activities will result in the forfeiture of games.

League Format

WIAA High School rules will be used unless the MAA FF rules are written to address the particular rule.

Players must be from the Muskego/Norway school district.

All players will remain on the previous year’s team unless a conflict with a coach or team member arises. Siblings will be placed on the same team. The final decision on player movement will be made by the league chairman.

New players will be drafted by the coaches of each respective team. Drafting order will be determined by the finish record of the team the previous year. The draft procedures are in Appendix A.

The league will sponsor a post season awards banquet where trophies will be handed out to players.

A post season championship playoff will determine the finishing order of the league. First place teams in each division will play to determine first and second place. The two second place teams in each division will play to determine third and fourth place. If two teams have identical records at the end of the season, the 1st tie breaker will be the winner of the game between the two teams. The 2nd tie breaker will be the difference in the points scored and points allowed in league play. The greater number will advance to the playoffs.

Should the 3rd place team in one division have a better record than the 2nd place team in the other division a wild-card game will be played the next Sunday to determine which team will advance into the playoffs.

Trophies will be awarded for 1st place, 2nd place, 3rd place, and 4th place.

Conduct and Sportsmanship

All players, coaches, managers, sponsors, parents’ spectators are expected to demonstrate good sportsmanship at all times. Game officials and/or board members may eject any of the above persons from the game at his/her discretion for the use of profanity, alcoholic beverages, disorderly conduct, harassing the opposing team, or any physical contact with a game official. Throwing or abusing any equipment is also cause for ejection from a game. Failure to leave the complex at time of ejection will result in forfeiture of game.

 

Managers can be penalized for unsportsman-like conduct.

Any players involved in fighting will be automatically ejected from the game. Each incident will be reviewed by the league chairman to determine if any additional punishment will be enforced.

The league chairman reserves the right to remove any coach from the league that he may deem as contrary to MAA philosophy.

Play will not be stopped to explain a referee’s decision. A coach must call one of his teams time-outs for a side-line discussion with the head referee if he is not satisfied with the referee’s call.

Equipment

Parents are responsible for the necessary equipment for their child to compete in the league. Equipment shall be: approved, properly fitting helmets, shoulder pads, and mouth guards. The league will furnish team jerseys.

ALL JERSEYS MUST BE TURNED IN AT THE END OF THE SEASON, OTHERWISE THE PLAYER WILL NOT BE ALLOWED TO PARTICIPATE IN ANY MAA SPONSORED SPORTS ACTIVITIES AND/OR THE COST OF THE JERSEY WILL BE COLLECTED FROM THE CHILD’S PARENT.

Flag Football Rules

General

The safety of the players is our main concern.

These rules supersede all high school book rules. Anything not covered or defined adequately by either, will be decided by the officials during the game. All official’s decisions are final. Teams, managers, and coaches are encouraged to help the officials control any players or fan disruptions. The intent of the league is for the players to enjoy themselves. Officials have the authority to remove any player, manager, coach, or spectator from the playing field. Failure of the ejected person to promptly leave the area will result in a 10-yard unsportsman conduct penalty assessed against their associated team, and possible forfeiture of the game.

Each team will consist of approx. 18 players. Only 11 players per team will be allowed on the field at any one time. In the event that a team cannot field 11 players, both teams will play with the lesser team’s maximum number.

Each game will consist of four 12 minute quarters with a 5 minute halftime, and one minute between quarters. The game clock will run continuously with the following exceptions:

An official time-out - injury or penalty

Touch-down and/or field goal

Two-minute warning at the end of the fourth quarter
After the two-minute warning WIAA rules are observed and the clock will stop for the following in addition to the above a) incomplete pass; b) change of possession, c) ball carrier runs out of bounds, d) first downs, e) penalty.

The playing field will be 80 yards long, 40 yards wide, with a 10 yard end zone.

Spearing, butt blocking, or any leading with the head is UNSAFE and illegal. NO SPEARING OR BLOWS TO THE HEAD WILL BE ALLOWED.

A PLAYER MAY NOT LEAD WITH HIS HELMET IN ANY CASE. Any such conduct will result in a 10 yard personal foul penalty.

Hits away from the actual play are unnecessary and illegal. It can be a personal foul depending on the roughness.

It is a legal play if the defense in reaching for the flag(s), knocks down the ball carrier.

Offsides by either side will stop the play and the penalty is enforced. Players cannot “get back before the snap”. Once either team has crossed into the neutral zone a penalty will be called on that team.

Players cannot be pushed out of bounds as a means of tackling the runner.

All penalties are 5 yards except personal fouls. Two personal fouls are an automatic ejection.

No steel spikes will be allowed. All other shoes are acceptable.

If a game should remain in a tie at the end of regulation play, an overtime will be played. The format is based on the same principles as high school rules. The winner of the coin toss will have the option to play offense or defense. The other team will select the end of the field at which all further play will take place. The ball will be placed on the 10 yard line and the offense will have 4 downs to score. The opposing team will also have the same opportunity. This cycle will continue until one team has more points than the other at the end of a cycle.

One coach only will be allowed on the field for the offensive huddle only. At any other time, the coaches must remain on the sidelines. Any coach going onto the field without the permission of the official will be assessed a 5-yard penalty. Exceptions are for injury time-out and team time-out.

Jersey numbering rules will not apply.

Shorts cannot be worn, the knees must be covered.

A coin toss at the start of the game will determine the kicking and receiving teams. The team winning the coin toss can decide to receive, defend a goal or defer their selection until the second half.

A touchdown is worth 6 points. A running or passing extra point is worth 1 point. A kicking extra point is worth 2 points. Field goals are worth 3 points.

All players must wear their shirts tucked in and shall make no attempt to cover or guard their flags.

Fighting will not be tolerated. Fighting is an automatic ejection.

Mouth guards must be worn at all times.

OFFENSIVE RULES

The ball will be kicked from a tee at the 35 yard line to begin each half. An out-of-bounds hick will be re-kicked 5 yards further back, spotted at the point the ball went out of bounds, or spotted at the receiving team’s 35 yard line.

The offense will have 30 seconds to begin a play after the ball has been blown ready for play by the official.

A receiver needs only one foot inbounds for a catch to be ruled a completed pass.

Blocking below the waist or above the shoulders will not be allowed. A 5 yard penalty will be enforced. No player will leave his feet to deliver a block or avoid a tackle.

Punt,
On 4th down the offensive team must announce if they are going to punt or run a play before the huddle. At the snap neither team can cross the scrimmage line until the referee blows a short whistle. The short whistle is blown when the punter has control of the ball. Both teams are allowed to advance and the play continues. Any player offside after the snap and before the short whistle is penalized as a live ball foul, 5 yards, and is declinable.

A player with less than two flags is considered down as soon as he has possession of the ball.

Any extra flag belt, or shirt tails, that are hanging loose can be judged a “flag” by the referee. If pulled by the defense the runner can be ruled down.

Field Goal try, (3 points)
The Offense must announce a try for a field goal. The placement of the ball for the snap is determined by the current line of scrimmage.
If the spot is outside the 20 yard line, the ball is advanced 10 yards and the try is attempted. If the spot is inside the 20 yard line, the try is attempted from that spot. If the field goal is unsuccessful, the defense assumes possession from the original spot.
At the snap, neither team can cross the scrimmage line until the referee blows a short whistle. The short whistle is blown when the holder has control of the ball. Both teams are allowed to advance and the play continues. Roughing the holder and/or kicker penalties are enforced. Offsides after the snap and prior to the short whistle is a live ball foul, 5 yard penalty, and is declinable.

Only one player can be in motion before the ball is snapped. No shifts are allowed.

If a ball carrier’s knee makes contact with the ground, the ball is considered down at that point.

A ball carrier cannot guard his flags, stiff arm, forearm, or spear an opposing player. Jumping to avoid a flag pull is not allowed.

Extra Point Try ,
After a touchdown the ball will be placed on the defenders 3 yard line for an extra point try. The offense announces that they are going to kick for the extra point. The ball is spotted on the 3 yard line. At the snap neither team can cross the scrimmage line until the referee blows a short whistle. The short whistle is blown when the holder has control of the ball. Both teams are allowed to advance and the play continues. The defense cannot return a blocked or fumbled try. Roughing the holder and/or kicker penalties are enforced. Any player offside after the snap and before the short whistle is penalized as a live ball foul, 5 yards, and is declinable.

Point After Touchdown - If a defensive player is encroaching or offside at the snap it is a live ball foul and the play continues. The offense has the option of accepting or declining the penalty.

DEFENSIVE RULES

The defensive players’ hands may be used to ward off a block, but will not extend beyond the width of the shoulder pads. The defense cannot hold onto the offensive player.

The defense may “chuck” a receiver once within 5 yards of the line of scrimmage provided that the ball is not in the air.

The defense may intercept passes, recover fumbles, and advance them if the knee does not touch the ground.

No tackling, tripping, or pushing is allowed as a means of stopping the ball carrier. If a player is considered on a break away run for a touchdown and is deliberately pushed, tackled, or tripped it is a defensive penalty. 15 yards and unsportsman-like, (two unsportsman-like penalties for one player will remove him from the remainder of the current game).

A penalty for "tackling" the runner is enforced from the end of the run unless the penalty occurs in the Offensive backfield. This penalty is enforced from the line of scrimmage (5 yards).

The defense may make contact but cannot hold onto a player to remove his flag.

The defense may make contact with the ball carrier as long as the defensive player is going for the flag.

When a defender removes the flag from the ball carrier he must hold the flag above his head for the official, and the scoring booth, to see. The flag must be returned to the player.

After a safety is scored by the defense (2 points), the ball will be placed on the 20 yard line of the offense and kicked or punted to the team that scored the safety.

Punching at the ball to attempt a turnover is not allowed.

The three defensive lineman over center must be in a down position. No blitzing over center is allowed. A defensive player over the center, right, or left guard position, who elects to not go into a three point stance, must drop back at the snap. Violation of this is a 5 yard penalty, illegal defense, and is declinable.

Addendum A to MAA Flag Football General Polices

MAA Flag Football Policy and Procedure for

Placing New Entrants onto a Team

September 17, 1998

INTENT: is to place all new entrants of the MAA football program on teams in an equitable manner.

Each team will send their representatives to the Draft Meeting. If a team is not represented

then one of the MAA Football Commissioners will make the selections for that team.

Each team will be given a list of signed up returning players.

Each team will be given a listing of the new, signed up, players. All of the registered names will be placed on a team during the meeting.

Teams will pick from the list in order. The order is based on last seasons finish, with the worst record team picking first.

Teams will select from the list until they have a maximum of fifteen players in total, or until they elect to pass on their pick. The decision to pass is based on the teams knowledge of returning players that are not yet signed up. Note that the maximum of fifteen players is based on the amount of playing time required for each player.

Coaches’ children are placed on that coaches’ team.

Siblings are placed on the same team and count as two picks.

In the unlikely event that a child is passed on by all the teams, the football commissioner will assign him/her to a team.

Late Sign ups. Defined as: children not on the draft list at the time of the draft.

Late sign ups must register with the MAA President.

If a team has 5 or more - 12 year old players on the roster, they will not be allowed to select any 11 or 12 year old players from the draft list

The football commissioner collects the sign up slips and will contact teams in draft pick order to present them the names for selection.

Players returning to a team will be placed on that team provided the number of players has not reached twenty. If the number of players has reached twenty, the returning player will be placed into the late draft to be selected by another team.

In the unlikely event that a child is passed on by all the teams, the football commissioner will assign him/her to a team.
