Can you ever imagine your 9 year old daughter, sister, or a girl you know having been sexually assaulted by a classmate? The parents would say that they wish for their daughter to never experience such experience and that they can��t even think of such incident. However, the reality isn��t how we want it to be. Children as young as 9 years of age were involved in a sexual assault incident in a recent sexual assault case in Daegu, Korea. There were many cases of sexual violence throughout history, and these incidents can get big. In Rockdale County, Georgia, there has been a syphilis outbreak in spring of 1996 and the disease and it has 200 people in the County affected currently.
The Daegu sexual violence involved 11 elementary and middle school boys and 8 elementary girls in the same school. The boys were around the age of 13 to 15 and the girls were 9 to 12. The boys had taken the girls behind their school on 21 of April, 2008 and they had sexually assaulted the girls. After the incident, there have been rumors about the school having been involved in sexual harassment between same sexes. After interviewing the children, the reason of the assault was that they were trying to follow the pornography that they saw while their parents were away on the web.
The syphilis outbreak in the Rockdale County broke out because of 6 girls who originally had the disease. They were all white women, 4 of them younger than 16 and 2 were both 17 years of age. The girls had been having sexual relationships with the people in the county. The teens in the Rockdale County were not only having various types of sexual intercourses but they were also doing drugs, and drinking alcohols. Just like the Daegu incident, the parents of the teens didn��t know anything about the incident until a nurse had reported the Georgia Division of Health Department had been informed and initiated investigation.
The unwanted or wrongful sexual interactions have been a serious problem around the world. However, the problem is getting out of control more than ever. There needs to be a solution that isn��t just for the public satisfaction but something that will actually solve the problem.
Realizing the seriousness of the problem, the government has proposed a number of solutions. There are 3 main solutions that the government has claimed to put into action. One of the 3 is to increase the number and the act of the ��school police.�� The school police are the parents of the elementary school students formed to protect the kids their way to and from school. The parents are given a yellow vest and a whistle to call the police if they observe an incident. However, this is very unlikely to work because there are more risks than possibilities of the problem being solved. The parents are just as much prone to get sexually assaulted as the children because there are dangers of sexual violence everywhere. They are not given a proper weapon to protect themselves.
Another resolution that the government gives to the citizens in preventing the sexual problems is installing more CCTVs not only in the school but near outside the school to see the criminals around the facility. This idea would be a little helpful since if the sexual offender assaults someone, than it will be either caught on the TV or the offender won��t be able to do so in the first place because they know they are being watched. However, the TVs won��t be able to detect anywhere outside its abilities and we won��t be able to set up CCTVs everywhere around the nation because of economic and social reasons. Also, even if there is such a plan which could prevent a little possibility of sexual crime, the government has made no plans to install the CCTVs. There has been no estimated price to install the extra 1500 CCTVs and there are no details leading to this plan.
The third plan that the government mentions to fix the disaster is to reinforce the sex education and the counseling that are provided by the school. The government plans to emphasize more on the sexual crimes; why you shouldn��t do so, and what you can do if you become one of the victims, and so on. However, there is no certainty that the children will listen to what government has to say about the problem and follow the guidelines that they provide for the children and their parents. And when they sudden become one of the victims, they become so scared that there is a bare chance that they will remember all of this information. The government says that they can also prevent the possibilities of the sexual crimes by counseling the student on regular bases. But this as some side effects too. The children are very unlikely to tell the truth because they know that what they might do is morally good. The counseling system could be described as barely effective.
A solution should be something that could prevent the crimes throughout the whole nation and be effective in preventing it. There are two things that should be done to completely prevent such a disaster. One is the responsibility of the government while the other is what the family must do. The government must publicize the personal information about sex offenders to the citizens. This law is active in California, commonly known as the Megan��s law. In Korea, a law very similar to the Megan��s law is under investigation to make it as an active law. Like the Megan��s law, it is named after 2 elementary kids who were killed after being sexually assaulted. It is a law that the police keeps on track of the sexual offenders; such as their name, age, picture, address, and what the criminal has done. When the criminal moves away, than it is mandatory that they inform the police the address that they have moved to, otherwise they get fined or if serious, back in jail. This information is posted online for everyone��s access. Also, they criminals are given an electronic detector around their angle to keep in track of the whereabouts.
The law may sound harsh and the opposing side of the law claims that there is a need to care about the criminals�� humanity since they are human beings like any of us. However, if they are kept secret, than there will not be any way to keep in track of the offenders and make sure that they don��t do so again. Also, the fear of them being known to everyone that they have committed sexual violence will prevent them from planning such crime. If we respect the humanity of those who had sexually offended others, than what about the humanity of the victims? Caring for the criminals doesn��t make sense when they have ignored others�� humanity to commit a crime.
In the household, there is something that should be done in order to block such incidents like the syphilis outbreak in the Rockdale County; communication within the family. This isn��t something that can be regulated or be set as a law, but something that must be done without anyone forcing them to. If the parents are concerned than they should talk to their children and build good relationship with each other, so they can restrict their kids a little about drinking, drugs and having sexual relationships. The parents need to make their children feel that the parents could always help them through the hard times while no one else is around to help them. This could actually become a stronger weapon against sexual violence because as the old saying goes, love is the greatest weapon one can have.
The only way to prevent the sexual offences among children is this; we have to get in to action as fast as we can to set the law and to thicken the family relationship. The government must realize its seriousness and try to get the law passed as fast as they can so there can be no deaths because of the sex violence and to lessen the percentage of sex assault. We have to make sure that the incidents of Daegu sexual assault and the outbreak of Syphilis in Rockdale County will not be repeated again.
