Level 21 is obtained by characters like Gandalf, Hercules, Agamemnon, Odysseus, etc. Those are characters who's powers are not only the best of the time but are arguably the best of all time.
George has a great, in theory, sounding game comming along and all the characters are so uber-jankey that we will have alot of fun messing with him.
