If this is the case with regards to "apostates" turning themselves in, I would assume that the elder body would want names, dates, etc. of others that are "apostates" so they can disfellowship them.

And if someone who was "apostate" wanted to turn themselves in to the elders, I assume it would be because they feel guilty for not agreeing with the doctrines that are being taught within the organization. In that case, I don't think they're considered apostates by the organization, but you can bet your boots that they'd be watched from under a microscope from then on.....
