If so, then what's the correlation between the two?

I mean, it seems unreasonable to me to conclude that capital punishment actually encourages a higher crime rate.

The only correlation I can see is that perhaps some of those nations that have capital punishment enacted capital punishment BECAUSE the crime (I mean murder) rate was viewed as out-of-control.

Any thoughts on this?
