Yeah Al, it's our old friend evolution isn't it? Adaption to the environment. Plain and simple. It will be v e r y s l o w but the powers that be will change if commitment and numbers wain. See how quickly the WTS changes when it's threatened? There was a huge change re disfellowshipping over the Ray Franz episode - they move quickly when it suits them. Places like H20 are capable of causing Headquarters to worry and gauge how much damage control they need to implament. It's not earth shattering, but it's noteworthy.
