The army manual - is a book, published by the army apparently every year. My
friend Petar makara got it, this one was 1983, from the library and loaned it
to me; I have since returneed it. I will try indeed to get the material, but
every year, apparently, the army puts this stuff out on every country with
sphisticated (this is the US Army!) analysis of various countries focusing on
their internal weaknesses. Mind boggling. "Be Prepared" - that's the
boyscout's slogan.
On Senate action, one thing I have handy is a letter to the NY Times by
DioGuardi, the Albanian-American fascist and KLA fundraiser (now) and Rugova
supporter( earlier) and organizer of political action against Yugoslavia,
along with Bob Dole (for at least 15 years) The letter follows. Note that
one of the "Abuses" he refers to is restriction on Albanians buying/selling
property without goverrnmetn approval. This was a very important measure
that infuratiated the fascists. For years there had been a quiet terror
against Serbs; first there would be threats, then vandalism, then beatings,
and then a polite offer to buy property at a discount. The Serbs would sell
and leave, the Albanian purchaser would then resell to Albanians at marked up
price. This racket neatly joined the two specialities which marked thess
Nazi-gangsters: terrorism and theft. It was the attempt to curb - minimally,
I might note - some of these abuses that produced the furious reaction and
the US supported escalation of Albanian efforts to secede. Some people think
that Albanian fundraising convinced American lawmakers to back the
secessionists. I think this is nonsense. Based on this nonsense, some
Serbian Americans have tried to compete, raising money for lawmakers - who
gladly took the cash and then...voted for sanctions. .Yes Virginia, there IS
a ruling class. Some lessons are expensive.

sporting a Nazi SS insignia (the Kla's emblem derives from the SS) together

The concluding paragraph of ''In Yugoslavia, Rising Ethnic Strife Brings
Fears of Worse Civil Conflict'' (news article, Nov. 1) says: ''The hope is
that something will be done then to exert the rule of law in Kosovo while
drawing ethnic Albanians back into Yugoslavia's mainstream.''
As an American of Albanian ancestry, I find it difficult to hope that my
Albanian brothers and sisters are brought into the ''mainstream'' of a
country that is engaged in the systematic oppression of its fastest-growing
ethnic minority.
The Government of Yugoslavia has failed to meet the obligations it
voluntarily imposed upon itself as a signatory of the Helsinki Accords. The
Government actively seeks to suppress the teachings of Albanian history,
culture and language. While the article discusses one side of the issue, I
believe that there is another side. Here are the facts: A 1985 Amnesty
International report states that, in 1982, 594 people in Yugoslavia were
arrested for political offenses. Of these, 64 percent were ethnic Albanians.
In 1983, 62 percent of the 516 people arrested were ethnic Albanians.
The human rights abuses against Albanians in Yugoslavia range from a loss of
their constitutional rights, unduly harsh prison penalties for offenses such
as holding up a placard at a demonstration, to violent attacks by the
Government. No Albanian is permitted to buy or sell any property or real
estate without special approval from the Government. These oppressive
activities are anathema to Americans, who hold freedom of expression so dear.
I have taken steps in Washington to raise national consciousness of this
issue and to expedite corrective action. Last week, over 200 people attended
a hearing of the Human Rights Caucus that I chaired along with
Representatives Tom Lantos and John Porter to discuss the situation in
Yugoslavia. Senators Bob Dole and Paul Simon and I have introduced
legislation expressing the concern of Congress over the conditions of
Albanians in Yugoslavia.
You have consistently taken a hard stand against human rights abuses
throughout the world. It is time to call for an end to the abusive treatment
of ethnic Albanians in Yugoslavia.

Note the YEAR. This was two years before the Yugoslav constitution was
amended to end the strangelhold the Kosovo Provnice had on the whole
Republic. More on that soon; I just interviewed a an electircal engineer
whose job included inspection of Albanian- sabatoged facilities in the power
station near the Trepca mine.
