PILOT PROGRAM FOR DOG WALKERS

On Thursday, May 18, 2006, the Parks and Recreation Commission adopted the recommendations of the Recreation and Special Events Committee regarding Recreation Dog Park. The actions adopted by the commission are as follows:
Implement a six-month pilot program establishing preferred dog walker hours -- 8:30 a.m. to 2:30 p.m., Monday through Friday. Dog walker compliance to these hours would be voluntary.
Request staff to develop a methodology for monitoring dog walker compliance to the preferred dog walker hours stated above.
Request staff to create signage that alerts Dog Park patrons to the possible presence of dog walkers during the hours stated above.
Request staff to investigate the possibility of requiring dog walkers to have a permit to use the Dog Park, and to develop recommendations for permit conditions. Permit conditions to be considered include, but are not limited to, professional certification or affiliation, insurance or bonding, and revenue sharing.
Request staff to return to the Recreation and Special Events Committee upon the conclusion of the six-month pilot program with compliance information and proposed permit conditions. The Committee will formulate additional recommendations based on the information received.
The six-month pilot program will begin on Monday, June 12, 2006. During the pilot program, dog walkers (pet sitters) are asked to voluntarily comply with the preferred time schedule of 8:30 a.m. to 2:30 p.m., Monday through Friday. A sign will be installed at the Dog Park stating that dog walkers are known to be present during these hours. During the six-month pilot program, staff will be monitoring dog walker compliance to the preferred time schedule. Staff will also be conducting research and developing recommendations for permit conditions. All parties conducting business on City property should have a permit -- in addition to a business license.
At the conclusion of the pilot program, there will be opportunities for public input on (1) the effectiveness of the pilot program, and (2) any permit recommendations put forward. If you wish to communicate with the Parks and Recreation Commission in the interim, you may provide me with written comments (which I will forward to the Commission), or you may speak at any one of the Commission's regular monthly meetings. These meetings take place on the third Thursday of the month at 9 a.m.
