What is interesting about this belated Birth Certificate, is that it was filed 55 years after James Edward's birth, by Annie HILL/DUGGER, his mother. This might have been filed so late to coincide with James Edward's nearing retirement age and Social Security benefits. Either James Edward's birth records were destroyed, or he was born outside of a hospital and never had an official birth record.
Also note that this document was filed in Purcell, Wise County, Oklahoma, which was both of their places of residence at the time.
