The governing body of Theed, the Royal Advisory Council was tasked with aiding the ruling monarch in the affairs of the planet. The Royal Advisory Council was made up of six members, led by the Governor of Theed, Sio Bibble. The Council acted as an intermediary between the monarch and the citizens of Naboo. The Council would evaluate all requests for an audience with the ruler, and decide which should be granted. Regional officials kept the Royal Council in touch with the current affairs on Naboo, which they would inform the monarch of if the situation demanded it. The Royal Council also handled visiting diplomats and Republic officials. The Council met in the Theed Palace throne room, seated before the monarch's throne. Though there were always six members of the Council, only the Governor and the Head of Security held permenant office; the other four members were elected for a period of three years - though they could be removed by the Governor in extreme circumstances. Unlike other governing bodies, the Royal Advisory Council was not made up of career politicians; the Royal Council drew its governors from distinguished figures from the arts or business communities. Once the non-permenant members had finished serving the Council, they returned to their former careers, satisfied that they had done their duty to Naboo. During the time of the Trade Federation blockade, the members of the Royal Advisory Council were: the Governor of Theed Sio Bibble; the Head of Security Captain Panaka; the Master of Sciences, Graf Zapalo - who represented scientists, philosophers and farmers; the Music Advisor Hela Brandes - who spoke for all artists and preformers; the Chief Architect Hugo Eckener - who represented builders and merchants; and the Educational Regent - who spoke for all instructors. |
