The ARC trooper was developed to be the equivalent of a Navy SEAL version of a regular clonetrooper. They first appeared in the Defence of Kamino comics
There were some missions that even Republic
clonetroopers could not accomplish; some battle of the
Clone Wars could not be won easily. At such times, the
heavily armed and armoured ARC Troopers were called
in.

The Advanced Recon Commandos of the Republic
Army were bred specially on Kamino as superior
fighting machines, all with added freedom and ability
that was left out of standard units. Though the Kamino-
ans used growth acceleration on the ARC Troopers as
they did with the basic clonetroopers, their extra ind-
ependance meant they were stronger, tougher and
more resourceful in battle. They were also allowed
upgraded armour, as well as heavy blaster rifles and
deadly reverse-polarity pulse grenades.

Unfortunately, only a number of ARC Troopers were
created before Jango Fett's death on Geonosis. These
select soldiers were kept on Kamino until Lama Su was forced to activate them in the face of a defeat at the hands of the Confederacy. Aided by the Jedi, the ARC Troopers were able to hold back the droids and preserve the next generation of clones. However, the Jedi learned that Jango Fett had given the ARC Troopers special orders during their training; one of the troopers attempted to destroy the clones so that they wouldn't fall into the wrong hands. Luckily, the battle droids were held back and the self-destruct was overridden.

The remaining ARC Troopers were sent out to various battles across the Republic, though by the end of the Wars, there were none left. The clonetroopers had already progressed further than the ARC Troopers, and were capable of defeating the Confederacy without Advanced Recon Commandos.
