BACKPACK BABIES
As we stand at the dawn of the 21st century we are witnessing the emergence of a distinct world-wide corporate battle cry, which is, "Maximum Profits At All And Any Costs!" It cannot be a coincidence that the following outbreaks have exploded on Humanity within just the past dozen years or so ... and never before have these viruses and diseases affected Humanity in the way that they now do: Aids and HIV, Gulf War Syndrome, the Ebola Virus, E-coli Bacteria, the Hanta Virus, and the West Nile Virus. The word "profit" is not an ambiguous term. Corporations world-wide must be held to a reasonable person standard, and indeed, a reasonable profit standard ... before it is too late.
Although many people are not yet able to see the fallout from unbridled greed ... it is upon us. We can no longer allow the precious and limited resources of planet Earth, which we call home, to be squandered and mismanaged at the behest of the highest bidder. All of mankind must awaken to the reality that we are quickly approaching a point of no return. Some might even venture the argument that we are already there. It is unfortunate, but I feel that those who say that the point of no return has been reached, may be right. There are many who are saying that the damage that has been done to our environment will be irreparable for perhaps thousands of generations. We have allowed a series of disasters to be set into motion so that the creature comforts of those who have the means and were willing to pay; would be taken care of by someone else ... by anyone, or anything else. Many have stood-by and watched as the environment of our world was bid, and sold to whoever was willing to pay the highest asking price.
In light of what may prove to be a very uncertain, and doubtful future, we must begin to utilize the science, technological, and medical advances that heretofore, and by design, have not been available for general consumption. We must take the greatest advances ever recorded in Human history and use them to prepare for the survival and perpetuation of the Human species. I foresee a time in our future which may be precipitated by over exposure to solar radiation due to the lack of an ozone filtering system within the Earth's biosphere, that Human Beings will be unable to procreate the way we currently do. I foresee a need to begin constructing devices that will allow Human Beings to develop and grow outside of Human hosts. My idea involves constructing devices that I call "Human Backpacks." Essentially, these "Backpacks" will allow for the conception and maturation of a Human Being to occur without the need of a functional Human host. The "Backpacks" would be constructed in a way that would allow them to be fully portable, thus, allowing for the incubating fetus to be monitored and cared for around-the-clock by one, or both of the parents. In addition, the "Backpacks" would be constructed in a way that would make them self-sufficient for anticipated or extended periods of time (this concept takes into account, and allows for what may be very inhospitable conditions in the future).

Sept. 8, 2000 -- A NASA spectrometer has detected an Antarctic ozone "hole" (what scientists call an "ozone depletion area") that is three times larger than the entire land mass of the United States - the largest such area ever observed.
The "hole" expanded to a record size of approximately 28.3 million square kilometers on Sept. 3, 2000. The previous record was approximately 27.2 million square km on Sept. 19, 1998.

Sec. 2931. Findings and purpose
(a) Findings
The Congress makes the following findings:
(1) Industrial, agricultural, and other human activities, coupled with an expanding world population, are contributing to processes of global change that may significantly alter the Earth habitat within a few human generations.
(2) Such human-induced changes, in conjunction with natural fluctuations, may lead to significant global warming and thus alter world climate patterns and increase global sea levels.
Over the next century, these consequences could adversely affect world agricultural and marine production, coastal habitability, biological diversity, human health, and global economic and social well-being.
(3) The release of chlorofluorocarbons and other stratospheric ozone-depleting substances is rapidly reducing the ability of the atmosphere to screen out harmful ultraviolet radiation, which could adversely affect human health and ecological systems.
(4) Development of effective policies to abate, mitigate, and cope with global change will rely on greatly improved scientific understanding of global environmental processes and on our ability to distinguish human-induced from natural global change.
(5) New developments in interdisciplinary Earth sciences, global observing systems, and computing technology make possible significant advances in the scientific understanding and prediction of these global changes and their effects.
(6) Although significant Federal global change research efforts are underway, an effective Federal research program will require efficient interagency coordination, and coordination with the research activities of State, private, and international entities.
(b) Purpose:
The purpose of this subchapter is to provide for development and coordination of a comprehensive and integrated United States research program which will assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change.
