� For those visitors who are not familiar with Kosrae, it is the easternmost of the four states of the Federated States of Micronesia.� Kosrae is a beautiful, unspoiled tropical island surrounded by white sand beaches, mangrove swamps and a fringing coral reef.� The interior is mountainous and most of the island is covered with dense tropical growth.� You may learn more about Kosrae at the following sites:

� Kosrae is governed by an Executive Branch, headed by Governor Rensley Sigrah; a unicameral Legislature led by Speaker Hiteo S. Shrew; and a Judicial Branch under Chief Justice Yosiwo George.� Under the Constitution, all matters not specifically reserved to the Executive or the Judiciary are subject to Legislative authority.

������������������������������������������������� How a Bill Becomes a Law
� Bills are introduced in the Legislature and assigned to committees for review.� Committee assignments are determined by the subject matter of the proposed legislation.� The Legislature has five Standing Committees: Ways and Means; Judiciary and Governmental Operations; Resources and Development; Health and Social Affairs; and Education and Cultural Affairs.� When a bill is reported out of committee, it must pass two readings on separate days, with at least 10 votes in favor of passage on second reading.� Upon final passage, the bill is transmitted to the Governor.� A bill becomes law when the Governor signs it, or 30 days after transmission to the Governor if the Governor neither signs nor vetoes the bill.� A veto may be overridden by a 4/5 vote of the Legislature.
