This lets Koreans to have free elections but it have to supervise (manipulate) by the UN Temporary Commission ( so what difference does it make. The Soviets in North Korea refuse to let UN dominate them but South Korea allows Rhee (UN?) to control them, that’s why Korea was divided into two.-LLisa 801
