of the
Kabataang maka-Bayan (Pro-People Youth)

Article I  The Organization

Section 1 The Name of the organization is Kabataang maka-Bayan
(KmB, pro-People youth [pPy.])

Section 2 The symbol of the organization is

Article II Principles and Objectives

Section 1  The KmB is a comprehensive mass organization of the youth which aims to arouse,organize, and mobilize the Filipino youth and various other youth in the workplace,   community, offices, and schools for national democracy and integrate the youth movement with the powerful movement of the working class.

Section 2 Objectives of KmB
  a. To form the strong unity of the Filipino youth; the working youth, students,    intellectuals, and professionals in any locality or place.
  b. To fight for jobs, education, democratic rights, and social services as just demands of and for the interests of the youth.
  c. To actively participate and join with the people's movement to further the historical mission of the people to attain genuine independence and democracy.
  d. To relate and coordinate with other youth, women, queer, and other multi-sectoral allied groups for their concrete demands and struggles.

Article III Individual Membership

Section 1 All Filipino youth and other youth with age ranges from 13-35 years old who believe   and adhere to the principles, objectives, and policies of KmB can be a member.

Section 2 Anyone who is 35 years old and above who also believes and adheres to the    principles, objectives, and policies of KmB can be an honorary member of the   organization.

Section 3 Every member of KmB has the following responsibilities:
  a. To adhere and promote the standpoint, objectives, and program of KmB.
  b. To complete the basic study course of KmB.
  c. To persuade other youth to join KmB.
  d. To pay dues/contribution to the organization.
  e. To help in the formation of chapters in the schools, communities, or places of work where there are no chapters of KmB.
  f. To actively respond to the activities and programs of the chapters and other    formations of KmB.

Section 4 After filing application and upon compliance of the responsibilities of the    organization, an applicant may become a member.

Article IV Membership/Affiliation

Section 1 Any organization that accepts the programs and policies of KmB can be a member   organization of KmB.

Section 2 All the members of affiliate organizations are considered members of KmB and enjoy   equal status in the organization.

Section 3 An affiliate organization has direct responsibility to the KmB organization where it   is affiliated (national, state, county, regional, or local).

Section 4 In case of disaffiliation, the individual members of an affiliate organization can   maintain their membership with KmB in their individual capacity.

Article V  Chapter

Section 1 The basic unit of the KmB is a chapter or a branch.

Section 2 Every branch can be formed with a minimum of 10 individual members in schools, communities, or places of work.

Section 3 Each chapter shall at least elect a Chair, Secretary General, and Secretaries of    Organization, Education, and Mass Campaign from their membership as deemed   necessary.

Section 4 For faster and more efficient administration of work, the chapter can be divided into   cells with 5-7 members.

Section 5 If the membership does not yet reach the required number for the formation of a   chapter, it is the duty of the members of KmB to attain the requirements in the earliest possible time.  Meanwhile, the members will continue to perform their tasks according to their capabilities.

Section 6 Every branch has the following responsibilities:
  a. Promote the line, program, and policy of KmB.
  b. Form the structure for the democratic participation of the membership.
  c. Recruit new members, collect dues, and form new branches.
  d. Conduct study courses among the membership.
  e. Study and investigate the needs, situation, and interests of the youth.
  f. Advance struggles for the interest and welfare of the youth.
  g. Disseminate publications and other readings of KmB.

Article VI  Funds

Article VII Discipline and Rights

Section 1 All the individuals of who are in good standing in the organization have equal rights.

Section 2 Any individual member can be suspended for not performing his/her duties to the organization.

Section 3 The status of membership can be lost by resignation or expulsion from the    organization.  It is the responsibility of the individual member to see to it that his/her   actions are not inimical or detrimental to the organization and not to show disrespect   or disloyalty to it.

Section 4 No individual member can be suspended or expelled without undergoing the just organizational process.

Section 5 The acceptance, suspension, resignation, or expulsion of members will be decided, administered, and implemented by the branches of KmB which are directly involved.

Article VII. Ratification

Section 1 This Provisional Constitution will be ratified in the first regular Congress of KmB   with 2/3 votes of all the delegates.
