Pending Legislation HJR 45 introduced by Sam Johnson (R-TX) on April 14, 1999 "Proposing an amendment to the Constitution of the United States to abolish the Federal income tax. " HR 2717 "The Individual Tax Freedom Act of 2001" (Billy Tauzin (R-La)) was introduced on August 2, 2001. To promote freedom, fairness, and economic opportunity for families by repealing the income tax, abolishing the Internal Revenue Service, and enacting a national retail sales tax to be administered primarily by the States. HR 2525 "The Fair Tax Act of 2001" (John Linder (R-GA)) was introduced on July 17, 2001. To promote freedom, fairness, and economic opportunity by repealing the income tax and other taxes, abolishing the Internal Revenue Service, and enacting a national sales tax to be administered primarily by the States.
