INCIDENT REPORT: (Nihilum, 1st Week, 6th Day, 9 BP)
Incident: During patrol of Warrens to investigate murder [see Case Report RJ-1006], patrol was confronted and assaulted by members of blue gang (tieflings). Assailants were under effect of "haste-powder." Some were slain, the rest escaped. 
Notes: "Haste-powder" is the same as found earlier in pouches suspecting to belong to prisoner [see Case Report RJ-1004]. Powder use also noticed by one deputy, Voronis the half-elf, who admitted finding three pouches of it earlier. It is very important to determine the legality and status of this material.
