We the representatives of Kappa Zeta Psi Fraternity, in order to develop an excellent man of excellent Scholastic, Entrepreneur, and Political Stature, do hereby establish this Constitution.
Constitution
ARTICLE I - NAME AND PURPOSE
Section 1: The name of this organization shall be The Kappa Zeta Psi Fraternity.
Section 2: The purpose of The Kappa Zeta Psi Fraternity shall be as follows:
A. To develop and cultivate excellent Scholastic, Entrepreneur, and Political Skills for its members and Increase the living conditions and status of The Colligate and Citizenship of each respective Chapter City of The Kappa Zeta Psi Fraternity. (Chapter Colleges Article XIII)
B. To increase the college experience and help the college community to remain acceptable and relevant to student life as it changes on our campus.
C. To serve as a forum for the consideration of issues of mutual interest to the respective college and city organizations.
D. To be of assistance to each member in the accomplishment of his goals or activities.
E. To provide programs and activities, both developmental and social, for all members to help improve their functioning and to provide common experiences that encourage cooperation and unity.
F. To assist each college community and society at large.
G. To initiate resolutions and recommendations that will further the purpose and ideals of the members.
ARTICLE II MEMBERSHIP
Section 1: Associate Membership
A. Associate Member Chapters shall:
a. Have regular representation and voice at all meetings of The Kappa Zeta Psi Fraternity.
b. Have voting privileges on all issues other than membership and amendments to this Constitution.
c. Abide by the Constitution and By-laws of The Kappa Zeta Psi Fraternity.
B. A student may seek Member status if the following conditions exist.
a. The student is a Full Time or Graduate Student of a Major University.
b. The student has a 2.5 gpa or higher.
C. A student seeking membership in The Kappa Zeta Psi Fraternity shall present a Pledge Packet which includes:
a. Resume petitioning student.
b. Transcript or Degree.
c. Letter of Intent.
d. A copy of the Kappa Zeta Psi Fraternityconstitution and by-laws.
e. A statement of approval signed by 5 Kappa Zeta Psi Fraternity Members.
f. A statement of goals and contribution to The Kappa Zeta Psi Fraternity.
g. Attend an informal meeting and be interviewed by the organization.
D. Associate membership will be determined by a 2/3 majority vote in favor of the petition of the voting membership of the Interfraternity Council.
E. Dues shall be levied as stated in the By-laws, Section 2, Number 1.
Section 2: Full Membership shall:
A. Have successful completed the Kappa Zeta Psi Fraternity Pledge Class Requirements.
B. Paid The $300.00 Initiation Fee.
Note: All Pledges will be required to pay a $100.00 Initiation Fee that can be paid in halfs and given to a Big Brother Kappa Zeta Psi Fraternity Member to be assisted through the Pledge Class and earn the additional $200.00 through our Kappa Zeta Psi Fraternity Entrepreneur Program.
C. The Duration of The Kappa Zeta Psi Fraternity Pledge Program will be at the digression of The chapter President and shall not extend 7 weeks.
Note: The chapter President has the authority to extend the Pledge Program 2 additional weeks for the special persons.
A. Full Member shall:
a. Have representation, voice and vote at all The Kappa Zeta Psi Fraternity Council meetings.
b. Abide by the Constitution and By-laws of The Kappa Zeta Psi Fraternity.
B. Persons with full membership shall be fully chartered a member of The Kappa Zeta Psi Fraternity.
C. This petition must be submitted to the two weeks The Kappa Zeta Psi Fraternity prior to the meeting at which it is to be presented for approval.
D. Admission to Full Membership shall be granted upon a Vote in favor of the petition by the voting membership of The Kappa Zeta Psi Fraternity.
E. Dues shall be levied by the Treasurer and President of each chapter of The Kappa Zeta Psi Fraternity.
ARTICLE III ORGANIZATION
Section 1. The constituency represented The Kappa Zeta Psi Fraternity shall consist of all members of the fraternity having full member status.
A. The National Kappa Zeta Psi Fraternity Council shall be comprised of delegates from each chapter of The Kappa Zeta Psi Fraternity.
B. The Kappa Zeta Psi Fraternity Council Delegates
a. Each chapter shall have two chapter members (Chapter President and chapter representative) who will serve as delegates to The Kappa Zeta Psi Fraternity Association. They will be appointed or elected by the chapter for a term equal to that of their president. Each chapter representative shall be an initiated member of the chapter he represents.
b. Each chapter shall have one chapter member who will serve as delegate to The National Kappa Zeta Psi Fraternity Council. They will be appointed or elected by the chapter for a term equal to that of their president. Each chapter representative shall be an initiated member of the chapter he represents.
C. The Kappa Zeta Psi Fraternity Voting
a. Each chapter shall be entitled to one vote on the council.
b. A simple majority of the total membership shall be sufficient for passage of all questions and elections. Written notice 24 hours in advance must be provided to all chapter presidents if votes take place other than that at the regularly scheduled meeting of The Kappa Zeta Psi Fraternity.
ARTICLE IV OFFICERS AND DUTIES
Section 1: Kappa Zeta Psi Fraternity operates as a sole proprietorship owned and operated by Emperor Annakia V. Wilborniti' and will always be directed from the presidents position which will be a chosen son heir of Emperor Annakia Wilborniti' and his son descendents. The elected officers in rank order of The Kappa Zeta Psi Fraternity shall be Executive Vice President, Secretary, Treasurer and Vice President of Recruitment.
Section 2. All officers shall be elected from full members and must be in good standing with their chapters at each chapter College.
Section 3. The term of office shall be one calendar year.
Section 4. The elected officers and the advisor shall be known as the Executive Committee.
Section 5. The Executive Committee of The National Kappa Zeta Psi Fraternity will operate as an administrative staff reporting directly to the president of Kappa Zeta Psi Fraternity, Emperor Annakia Wilborniti' and his chosen son heir descendents.
Section 6: The members of The Kappa Zeta Psi Fraternity must have a minimum cumulative GPA of a 2.5.
Section 7. The duties of each officer shall be as follows:
A. The Kappa Zeta Psi Fraternity President shall:
a. Preside over all The Kappa Zeta Psi Fraternity Executive and Membership meetings.
b. Be empowered to call special meetings of The Kappa Zeta Psi Fraternity at his discretion.
c. Maintain a complete an up-to-date president file, which will include a copy of the current Kappa Zeta Psi Fraternity Constitution, by-laws, budget, and copies of reports, correspondence, minutes, and other pertinent material.
d. Serve as ex-officio member.
e. Appoint a Sergeant of Arms
f. Serve on College committees as the official representative of The Kappa Zeta Psi Fraternity unless otherwise delegated or assigned.
g. Act as the official liaison to the college administration, college community and local community on all matters that pertain to The Kappa Zeta Psi Fraternity.
B. The Kappa Zeta Psi Fraternity Executive Vice President Shall:
a. Operate as an administrator reporting directly to the president and conduct the duties of the President in his absence or inability to serve.
b. Coordinate all Cabinet committees and the selection of their chairs.
c. Serve as ex-officio member
d. Report the plans and actions of the Cabinet committees at each regularly scheduled meetings of The Kappa Zeta Psi Fraternity.
e. Preside over regularly scheduled meetings of the Cabinet chairpersons.
f. Carry out the duties assigned to him by the President.
g. Perform all other duties usually pertaining to this office.
C. The Kappa Zeta Psi Fraternity Secretary shall:
a. Operate as an administrator reporting directly to the president and keep an up-to-date roll of The Kappa Zeta Psi Fraternity representatives and call it at each meeting.
b. Keep current statistics concerning the number of initiated members and pledges/associates/new members of each member organization.
c. Keep full minutes of all meetings of The Kappa Zeta Psi Fraternity. A record of these minutes should be distributed to the Presidents of member organizations prior to the next regular council meeting.
d. Maintain a complete and up-to-date file, which will include the minutes of the meetings, copies of all contracts, membership statistics, and current correspondence.
e. Be responsible for the official correspondence of The Kappa Zeta Psi Fraternity with presidential approval, unless otherwise delegated.
f. Make sure council files are maintained for three years.
g. Perform all duties pertaining to this office.
D. The Kappa Zeta Psi Fraternity Treasurer shall:
a. Operate as an administrator reporting directly to the president and be responsible for the general supervision of the finances of The Kappa Zeta Psi Fraternity.
b. Be responsible for the preparation of the annual budget and, following its approval by The Kappa Zeta Psi Fraternity, provide a copy for each member.
c. Receive all payments due to The Kappa Zeta Psi Fraternity, collect all dues, and give receipts.
d. Be responsible for the prompt payment of bills.
e. Maintain up-to-date financial records, give a financial report at each regular meeting and present a semester report at the close of each semester.
f. Be responsible for countersigning with the President all checks for the expenditures of the The Kappa Zeta Psi Fraternity Chapters.
g. Council checks must be co-signed by The Kappa Zeta Psi Fraternity chapter President.
h. Maintain that council budget does not provide for elaborate social functions for sole benefit of council officers.
i. Maintain policy of prohibiting the use of council funds for purchase of alcohol.
j. Make sure council dues structure is fair and equitable to all chapters and members.
k. Council budget is to be maintained on a computer.
l. Perform all other duties pertaining to this office.
E. The Kappa Zeta Psi Fraternity Vice President of Recruitment shall:
a. Operate as an administrator reporting directly to the president and coordinate all Recruitment events and promotions for the The Kappa Zeta Psi Fraternity.
b. Assist member chapters with chapter recruitment programming and workshops as deemed appropriate.
c. Serve as Chairperson of the Expansion Committee and oversee all expansion activities.
d. Report the progress of all recognized chapters to the The Kappa Zeta Psi Fraternity during its regularly scheduled meetings.
e. Perform all other duties usually pertaining to this office.
F. The Sergeant at Arms shall:
a. Shall ensure the upkeep (i.e., revisions, updating) of The Kappa Zeta Psi Fraternity Constitution and By-Laws.
b. Shall ensure that the Constitution and By-laws are observed.
c. Shall maintain a copy of Roberts Rules of Order Newly Revised in his capacity as parliamentarian.
d. Shall enforce the loss of voting privileges for suspended members.
Section 7: Removal from Office.
A. Any elected or appointed officer whose dereliction of duty adversely affects the operations of the organization shall be subject to the removal from office.
B. A written request stating the reasons for dismissal and signed by four (4)The Kappa Zeta Psi Fraternity Members must be submitted at a regularly scheduled meeting.
C. By the next regularly scheduled meeting, written notification of the request and the reasons for dismissal must have been given to the officer in question, who should come to that regularly meeting prepared to defend the charges, if so desired.
D. A 2/3 affirmative vote of the Full members is required to remove an officer from office.
E. In the event that the President is impeached or leaves office, the Executive Vice President shall assume the office of president. Once the Executive Vice President position is vacant, appointment of the office shall be made from the Executive Council in rank order. Should this not occur, general elections shall occur within two weeks of vacancy.
F. In the event of removal of any other office, the Executive Council may temporarily appoint a person to that office. An election for the remaining term of that office must occur within two weeks.
ARTICLE V ELECTIONS
Section 1: Election of Officers.
The Executive Officers shall be elected at the end of the spring semester. Nominations shall be opened two weeks before the election. At the meeting one week before elections, nominations shall be reopened and withdrawals acknowledged. After this procedure, the candidates shall give speeches. Each council representative should then report each candidate Qualifications to his chapter and have them determine his vote. The council members shall then cast their ballots during the meeting following the speeches.
Section 2: Runoffs.
If no candidate receives a simple majority on the first ballot, a runoff shall be held immediately between the two candidates with the large number of votes. If neither candidate receives a simple majority on the second ballot, the President of The Kappa Zeta Psi Fraternity shall cast the deciding vote.
Section3: Installation.
The new officers of The Kappa Zeta Psi Fraternity shall be installed at the last regularly scheduled meeting of the semester.
ARTICLE VI CABINET POSITIONS AND DUTIES
Section 1: The Kappa Zeta Psi Fraternity shall be appointed by the Executive Committee of the Council.
Section 2: The Kappa Zeta Psi Fraternity Cabinet may be amended to include or remove positions as deemed necessary by the Executive Committee of the Council.
Section 3: Each officer shall maintain an up-to-date notebook on all activities pertaining to his office. The notebook will include the minimum of the following items.
A. A current copy of the The Kappa Zeta Psi Fraternity Constitution and By-laws.
B. Minutes of The Kappa Zeta Psi Fraternity and Executive Committee meetings for the year he holds office.
C. Event reports for every event his office sponsored to include points of contact, things that went well, things that need improvement and any publicity items.
D. Minutes of his committee meetings.
Section 4: Each chair shall form a committee from the members to assist him in his duties. A minimum of bi-monthly correspondence with the committee is needed to ensure they are at least up to date with the activities of the office. This may follow in the form of a newsletter.
Section 5: All cabinet members must attend all cabinet meetings unless excused by the Executive Vice-President or his designee.
Section 6: The cabinet positions and their responsibilities shall consist on the following:
A. The Kappa Zeta Psi Fraternity Scholarship Chairman shall:
a. Be responsible for implementing a scholarship program designed to increase individual chapter academic standing.
b. Meet at least once per semester with National and Chapter scholarship chairs to discuss resources, programs, and ideas.
c. Help organize and conduct the Best of the Best Fraternity events and reception.
d. Help conduct workshops for chapter scholarship chairpersons at least once per semester/term.
e. Help promote campus academic resources that are available to other Fraternities and their members.
B. The Kappa Zeta Psi Fraternity Social Service Chairman shall:
a. Coordinate a joint community service project for participation by all member on a semester basis.
b. Serve as a resource on community service projects for all members.
c. Help conduct and organize off-campus cleanup.
d. Inform chapters of service opportunities available on campus or in the community.
e. Compile annually hours donated and dollars raised by The Kappa Zeta Psi Fraternity as well as publish and distribute them to the following: campus officials, chapter advisors and The Kappa Zeta Psi Fraternity headquarters.
C. The Kappa Zeta Psi Fraternity Public Relations Chairman shall:
a. Coordinate and publish The Gazette at least twice a Month with special emphasis placed on the non-Greek students and faculty and staff.
b. Coordinate programs with the members that will enhance The Kappa Zeta Psi Fraternity Image with the student body, faculty, staff, and the Chapter community.
c. Compile an update a Supporter Directory at the beginning of each semester.
d. Attend Respective Chapter's Town Council meetings to keep The Kappa Zeta Psi Fraternity informed of the town perception of The Kappa Zeta Psi Fraternity and problems that might arise. The Chair may designate an alternate to attend in his place.
e. Conduct public relations workshops for chapter leadership at least once per semester/term.
D. The Kappa Zeta Psi Fraternity Unity Chairman shall:
a. Be responsible for the planning and coordination of the Spring Awards Ceremony.
b. Co-coordinate the bi-annual Lip Sync with his Pan-Hellenic counterpart.
E. The Fundraising Chairman shall:
a. Be responsible for planning and coordinating all fundraising activities on behalf of The Kappa Zeta Psi Fraternity.
b. Fulfill all obligations pertaining to his office.
F. The Membership Development Chairman shall:
a. Coordinate a semester associate/new member mixer in conjunction with The Kappa Zeta Psi Fraternity members.
b. Assist with Fall and Spring Recruitment.
c. Coordinate educational programs for Pledge Class Membership in conjunction with The Kappa Zeta Psi Fraternity Chapter President.
d. Promote a positive relationship among Members.
Section 7: Cabinet meetings shall be called at any time deemed appropriate by the Executive Vice President with at least 24 hours notice.
ARTICLE VII ADVISOR
Section 1: The advisor to The Kappa Zeta Psi Fraternityshall be chosen by The President of each chapter.
Section 2: The advisor shall serve as ex-officio member of the Executive Committee of each chapter of The Kappa Zeta Psi Fraternity.
Section 3: The advisor shall advise and support the officers, cabinet members and delegates, in all planning, coordinating, and decision-making.
Section 4: The advisor shall understand all checks of The Kappa Zeta Psi Fraternity.
ARTICLE VIII MEETINGS
Section 1: There shall be at least one regular meeting each week at a time established by the Chapter President.
Section 2: Special meetings may be called by the chapter president with 24 hour notice.
A. Special meetings may also be initiated by a written request of a chapter as long as notification of the meeting is given, in writing, to each member at least 24 hours in advance.
Section 3: It is mandatory that each chapter have both delegates (President and Representative) attend each regularly scheduled meeting of The National Kappa Zeta Psi Fraternity.
Section 4: Failure to comply with attendance at a regularly scheduled meeting shall result in a fine of ten dollars for each person absence. Any chapter who fails to have a delegate attend at least one of the regularly scheduled meetings during a given year shall forfeit the right to have a representative run for a position on the Executive Board of The Kappa Zeta Psi Fraternityduring he next election.
Section 5: An Officer must be present at any meeting of The Kappa Zeta Psi Fraternity for business to take place.
Section 6: All meetings shall adhere to Robert Rules of Order Newly Revision Edition.
ARTICLE IX HAZING
Section 1: Hazing, as defined by The Kappa Zeta Psi Fraternity and is strictly prohibited.
Section 2: The hazing Policy defines it as:
Any action taken or situation created, intentionally, whether on or off chapter premises, to produce mental or physical discomfort, embarrassment, harassment, ridicule or any other activities deemed inappropriate by individual national policy. These actions include but are not limited to:
1. Forced Exercise
2. Sleep deprivation
3. Not showering
4. Kidnapping/ car rides
5. Stuffing into trunks of cars
6. Dropping off new members/pledges a distance away to find a way home
7. Forced drinking
8. Drinking strange concoctions
9. Paddling
10. Stripped naked/ having water etc. thrown on men
11. Eating strange food
12. Exposing body parts
Section 3: The Judicial Board under legislative process can alter, amend, or add further examples.
Section 4: Induction of pledges/new members:
A. The President of each chapter of The Kappa Zeta Psi Fraternity shall be held individually accountable for the group Compliance with the Hazing policy.
B. If hazing is alleged, the President and students involved will be charged with a violation of the hazing policy. If hazing is confirmed, the student(s) can be dismissed. The chapter can lose privileges and/or status as a IFC member fraternity and/or registered student group.
C. The Kappa Zeta Psi Fraternity chapters must have their plans for pre-initiation activities reviewed by the Greek Affairs Coordinator of each chapter college to determine if these activities promote positive academic and character development prior to the start of Rush. Failure to comply shall result in loss of membership intake privileges.
D. A student must have attained an overall 2.0 academic average in order to be initiated into The Kappa Zeta Psi Fraternity.
ARTICLE X RECRUITMENT
Section 1: Invitations to The Kappa Zeta Psi Fraternity may not be extended until the designated time at the end of the Recruitment Week by each chapter college. Invitations may be extended at any point after the designated time.
Section 3: There will be no alcohol present at any KAPPA XI Fraternity Recruitment function.
Section 4: All member chapters will abide by the Recruitment policies as they are stated in the By-laws,
Article 4.
ARTICLE XI AMENDMENTS
Section 1: This Constitution shall be reviewed every two years and changes should be made as needed.
Section 2: Proposed amendments shall be presented in writing at a regular meeting of The Kappa Zeta Psi Fraternity and tabled until at least the following regular meeting before it may be voted on for passage.
Section 3: A vote of 4/4 the Full Membership shall be required for ratification of any amendment to the Constitution.
ARTICLE XII BY-LAWS
Section 1: The Kappa Zeta Psi Fraternity shall be empowered through their legislative capacity to enact By-laws to this Constitution.
