Good news and bad news about your question. I'll give you the bad news first. You cannot offset a 3Dpoly. Good news is you can make a 3Dpoly into a 2Dpoly easily with the 3Dutil Lisp routine that I found on Cadalog.com and offset the newly made 3D-to-2Dpoly line. You might want to make a copy of of the 3Dpoly to hold the Z position of it. You can also use Xline to offset the tangents of a 3Dpoly.
