In 1777, he took the oath of allegience in Henry County, VA. He appears to have served three months as a private in the Virginia Militia.6 They owned 464 acres in the part of Henry Co, VA, which became Patrick Co.6 He was one of the early settlers of Champaign Co, OH, arriving in Mad River Twp in 1806. In 1813 he moved to the area of Mad River Twp later set off as Adams Twp. Elisha HARBOUR, probably his son, was appointed administrator of his estate 5 Dec 1814. Harden HARBOUR, of Champaign County, Ohio, who purchased land on 10 Nov 1831, may have been another son.7 In 1809, Joel and Sarah sold their land in Patrick Co, VA, and joined their sons, Elisha and William, in Champaign Co, OH. He moved to Champaign Co, OH, with his parents, shortly after his marriage. According to Beers, he came in 1805, from North Carolina with his brother William. He was one of the earliest settlers of Mad River Township. In 1818, the township was divided and the portion he resided in became Concord Township. He was wounded 2 Jul 1862 at Moore's Hill, MO, when he was shot in the shoulder and head and all his teeth shot out. He returned to his regiment in the spring of 1863. He was mustered out 9 Aug 1865 in Atlanta, GA.6

These early Grant County settlers were among some 100,000 who lined up September 16, 1893 to race for a 160 acre claim. The homesteads scattered throughout an area comprising six million acres. The award went to the first person arriving, planting their stake and duly registering their location at the land office.
Others while not actually making the run acquired the land at an early date, either by purchase or barter, lived on it and raise their families and together with the homesteaders became the early pioneer settlers of Grant County, laying the foundation for our modern society.
