Appears to be an inter-office memo listing violations and their dates of occurrence. It is a summation of the violations I have thus far listed. The memo suggests license revocation as the recommended sanction.

The following are good examples of the kinds of violations that were made by Temple radio operators. It is these violations, coupled with the oft-suspicious sound of their communications that caught the interest of many stateside hams. Many hams wrote letters of compalint to the FCC and ARRL. Some even made tape recordings of the QSOs.

Copies of the FCC documents that detail these violations are found in the 15,000+ pages of  documents released by the FBI.
