The Outlaws





 "Outlaws we are, RICO were not." Founded in Chicago during the depression era, the Outlaws have survived and flourished to become one of the nations largest motorcycle organizations. Outlaw members often refer to themselves as 1%ers readily admitting a life style outside of the "so called," norm. Michigan resident Harry "Taco" Bowman reigned as the organizations International President for 2 decades before federal authorities nailed him in RICO case in 2001. Today Harry is an inmate at the Federal Prison facility serving a life term.

  Upon Harry's incarceration, control of the Outlaws passed to James Lee "Frank" Wheeler of Tampa, Florida. A loyal follower of Taco's, Wheeler ran afoul of local and federal law enforcement when it became clear that he had assisted Bowman in his flight from justice. Wheeler's reign was short as he and International Vice-President Dennis B. Pelligrini were among 31 outlaws charged and convicted in federal court.
