SCOPE: Fantasy Football is an organization comprising of eight franchise owners who form together a league, draft a team of 16 NFL offensive players and play a 15 game regular season against each other. The season culminates in a playoff the last two weeks with the Super Bowl on the 17th week of the NFL regular season.

ORGANIZATION: There will be one league, consisting of two division (see table 1). Any one team may have two or more owners but no one owner is allowed any interest in more than one franchise. One owner shall be chosen or appointed as commissioner for each conference. The commissioner is responsible for collection of fees, providing schedules, compiling weekly scores, results and standings, payment of weekly and season winnings, and ensuring that all rules are followed by all franchise owners. The commissioner will select another owner to serve as an assistant commissioner on the occasion when he can not fulfill his duties.

FEES & AWARDS: Each franchise owner will pay a franchise fee of $35 to the commissioner prior to participation in the league player draft. The total amount taken in will be awarded back to the owners after the season (see table 2). This is an internet league.

PLAYER DRAFT: The draft will be held some time before the first NFL games.   Each teams’ drafting position will be determined by lot, with the order reversing every round. Draft numbers will also determine divisional groupings (see Table 1). All NFL players are eligible to be drafted. Kickers, quarterbacks, running backs, and receivers participate in the vast majority of the scoring plays and yardage during the course of a game. Each owner should come to the draft prepared to select an adequate number of players at each position.

STANDINGS: Standings will be determined on the basis of won/loss percentages. In the event of ties, Fanball will determine.  Check Fanball rules for tie breakers.

LINEUPS: Each week, prior to the kickoff of the earliest NFL game that week, all franchise owners will select from their rosters a starting lineup of seven players with positions being filled in the following manner:  (check the lineup rules in Fanball)
1 - Quarterback
1 - Running back (half or full)
1 - Receiver (wide out, flanker, or tight end)
1 - Place kicker
3 - Any combination of running backs and/or receivers
The remaining players are "on the bench" and the points they may happen to acquire while in this status do not count towards the weekly totals. Each owner is responsible for providing a weekly lineup to the commissioner and also his opponent each week prior to the kickoff of the first NFL game that week. In the event an owner does not or can not file a lineup with the commissioner or his opponent for any given week the prior week's lineup will be used. Player lineups can be changed upto 5 minutes before game time, providing the player(s) added or deleted from your lineup have not yet played.
SCORING: Player scoring will be determined as follows:

TRADES: All trades are free and must not be approved but must come before the commissioner to be reviewed for any rule violations. Once a trade is made that player(s) traded may not be traded back to the previous owner who traded him. All rosters must remain at the required total of number of players.  See Fanball for trade deadline. The commissioner will notify all owners of any trade by listing them in the weekly stat sheets. Any owner who does not actively run his team will not be allowed to make any trades. To be active an owner should be changing his lineup according to the NFL teams that are sitting out, benching hurt or non-playing players, and selecting players in the waivers when necessary.

WAIVER OPTION: Each week during the season each franchise owner will have the option of waiving a player from his roster and replacing his with any eligible player. Eligible players include any not currently on a FFL roster. Any owner who wishes to participate in the waiver option needs to only submit the name of the dropped player to the commissioner. Teams will select new players according to the team’s winning percentage, with the team with the lowest choosing first. All owners should provide a large enough list, in order of preference, to ensure that they will receive a player. See Fanball for all waiver rules and deadlines.

FLOATING WAIVER: Each owner is allowed two floating waiver picks. To use a floating waiver an owner needs only to make a claim on a player before the start of the next week's games along with the name of the player they wish to drop. If a claim is made on the same player by more than one owner, the owner with the lowest winning percentage will get first pick. A floating waiver can only be used after the regular waiver has finished. All floating waivers should be submitted by 10:00 P.M. on Friday for the next week games.  Floating waivers will not take place during weeks that the NFL plays before Friday.

WINS AND LOSSES: All points for your starting lineup are added together for your total score. The team with the highest score wins the game.

PLAYOFFS: Division Winner and the top 2 teams will make the Super Bowl playoffs.  Bottom two teams will play to not lose the Toilet Bowl on the final week.

DEAD OWNER RULE: Any owner who does not actively run his team will forfeit any winnings and his team will be given to a new owner not already in the league. If a new owner cannot be found the commissioner will control the team. To be active an owner should be changing his lineup according to the NFL teams that are sitting out, benching hurt or non-playing players, and selecting players in the waivers when necessary. All winnings will become the property of the new owner unless a new owner could not be found, then the winnings will be divide equally among the remaining owners. The commissioner will warn an owner if he is becoming a "dead owner".

FAIR PLAY: The primary objective of Fantasy Football League is to provide added enjoyment in watching the game of professional football throughout the season while following the exploits of the players on your team. Win or lose, fair play and enjoyment should be the goal of each and every franchise owner. Any attempt to disregard or circumvent the meaning of the rules as a means for taking unfair advantage will not be allowed.
