3.1      CWIN TRANSIT HOME

This Transit Home, having capacity of 50 children formerly started from May 1995. Transit home is called cwin center for children at risk. From May 1995 to Dec 1996 altogether 1504 children were registered. (Here we’ve taken data only for January 1996 to December 2001) and they were all supported for emergency care, legal aid, and socialization and Psychosocial counseling while among them 1160 children were rehabilitation in different particulars.

Table 3.1 shows that the highest no of children registered in the center is in year 2000, which are 304, the lowest no of children registered in the year 1997 that is 171 where as the no. of children registered in the center in year 1996, 1998,1999 and 2001  is 179, 241, 242 and 277  respectively.

 

3.2 Sources of working children

Children registered in the center are referred from different centers of CWIN itself such as from CSC, CCC, and CWIN Clinic and counseling center, CWIN help line etc.  Sometimes this center itself organizes the rescue programmed to rescue the children working in difficult circumstances with the help of police. And children are also referred from other non-governmental organizations. To register 160 children in one year is the target of the center.

In 1996 the main source of children happens to be CWIN socialization center from where 176 (98.32%) children were referred to the center, whereas Observation Home Umarkhadi Mumbai and Police referred 1 children (.56%) respectively such as 1 hotel boy was rescued through the center.

Table 3.3 shows five sources from which children were referred to the center.  Where maximum 133(78%) of children were referred from CWIN socialization center, 24 (14%) were rescued from the center itself by tempo conductor rescue, Carpet children rescue no. of children 2 (1%), Hotel boy rescue no. of children 1 (1%) and Observation Home Umarkhadi Mumbai referred 11 (6%) children to the center.

As shown in above table, in 1998, 144 (59.75%) children were referred from CWIN socialization center which is highest in number,  this year children were rescued from carpet factory as well as street also and the numbers were 25 (10.37%) and 28 (11.62%) respectively.  This year 19 (7.88 %) children were referred from police and 17 (7.05%) children referred by different people. NASPEC referred 5 (2.07%) of children and next three children were referred from different sources such as Lion's club, CWIN clinic and Observation home Mumbai.

In 1999, CWIN socialization center still is the main source of children.  This year CWIN socialization center referred 102 children, which is 42.1%.  Then secondly CWIN Contact center referred 61 i.e. 25.2% of children to the center and CWIN help line has become the third main source i.e. it referred 28 (11.6%) children.  CWIN Help line is followed by Police referral, Person referral, Street rescue, Observation Home Mumbai, children coming by themselves, Maiti Nepal, CWIN Clinic and St. Xavier's social service and the number of children were 24 (9.9%), 12 (5.0%), 6 (2.5%), 3 (1.2%), 2 (0.8%), 2 (0.8%), 1 (0.4%) and 1 (0.4%) respectively.

In 2000, the main source of children happens to be CWIN Contact center from 160(52.8%) children were referred to the center. then secondly CWIN Help line referred 55(18.2%) of children to the center and CWIN Socialization center become the third main source i.e. it referred 54(17.8%) children. This year 15(5.0%) children were referred from police and 5(1.7%) children referred by different person6(2.0%) children were rescued from the center itself by street rescue, carpet children rescue no. of children 1(0.3%), St.xavier & VDC referred 2(0.7%) of children and next three children were referred from different sources such as CWIN clinic, Maiti Nepal and Sangrilla Home.

As shown in above this table 3.7 in 2001, CCC/CCP is the main source of children. This year CCC/CCP referred 125 children, which is 45.1%. Then CSC referred 74(26.7%)children to the center and CWIN Help line has become main source i.e. it referred 44(15.9%) children. This year 18(16.5%) children were rescued from the center itself by street(rescue) and 1(0.4%) children rescued from carpet, 2(0.7%) children referred by CWIN Clinic, 2(0.7%) children referred by DAO Saptari, 2(0.7%) children referred by NYOF, 2(0.7%) children referred by VDC Rautahat and 2(0.7%) children rescued from the center itself by tempo rescue.

 

3.3      Background of children

Background of children contains mainly what types of children labor are registered in the center and are further rehabilitated. Mainly the background of children are related to children working at high risk condition, Street beggars & Rag pickers, Lost, Orphan & Abandoned Children, Children of Street families, Children in conflict with laws and Migrant working children such as: Children in Debt Bondage, Restaurant Boys, Domestic Child Labor etc. Backgrounds of children from 1996 to 1999 are tabulated below.

In 1996 total no of children registered in the center is 179. In total registered children, children from street such as Rag picker and beggars are high in number.  Number of children who used to work as rag picker 41 (23%), Beggar 30 (17%), Hotel Kanchha  26 (15%), Tempo conductor 19 (11%), Domestic Servant 18 (10%), Porter 16 (9%), Carpet Labor 8 (4%) and street vendor 2 (1%).  Though most of the children are working children but there are some children who are not actually working but the children at risk and children in especially difficult circumstances.  These children are of background runaway from home, lost and Send from family. Among them children runaway from family are in high number i.e. 10 (6%) followed by lost children and children send from family.

As shown in Table 3.9, in 1997 children having background of hotel kanchha  is the maximum i.e. 41 (24%) in number. Children having background of rag picker decline to 22 (13%) this year.  This year tempo conductor children increased to 37 (22%) and new category shoe shiner is added but only 1(1%).

Of the total 241 children registered, children having background carpet labor increases to 61 (25%), whereas rag picker also increase to 34 (14%) but hotel Kanchha decreases to 32 (13%), so as tempo conductor to 5 (2%), this year categories orphan, vehicle cleaner and sick children are added.  Number of children having begging habit is 25 (10%), Domestic Servant 16 (7%), Street vendor 7 (3%), Porter 17 (7%) and the children at risk including Lost 22 (9%), Runaway 14 (6%).

This year there is a lot of variation in the background of children.  In 1999 children having background of hotel Kanchha , beggar are increasing and carpet labor and rag-picking children decreased this year (Table 2.13).  No. of children having background hotel Kanchha 44 (18%), Beggar 37 (15%), Runaway 30 (12%), Lost 27 (11%), Carpet labor 26 (11%), Rag picking 18 (7%), Domestic servant 15 (6%), Porter 13 (5%), Tempo conductor 7 (3%), Orphan 5 (2%), Abandoned 4 (2%), Sick 3 (1%), Street vendor 3 (1%), Brick kiln worker 2 (1%), Mechanics 2 (1%) and others consisting, bus conductor, labor in bag factory, shepherd, cutting ice, stone carving, vehicle cleaner, 6 i.e. 2 %.

This year there is a lot of variation in the other background of children. This backgrounds increase to 42(31.5%). Lost, Hotel Kanchha, Carpet labor, domestic worker also increase to 92(30.4%), 46(15.2%), 44(14.5%), 27(8.9%), so as Street boy to 28(9.2%). This year categories At Risk (rescued from other centers) is added and tempo conductor are 12(4.0%).

As shown in table 3.13, there is a lot of variation in backgrounds of children in this year. In 2001, children having background of children in this year. In 2001, children having background of At Risk & Street boy are increase i.e.16(5.8%)&39(14%) and Hotel Kanchha & lost are decrease i.e. 44(15.9%) & 67(24.2%). This year Abandoned6(2.2%), Bus conductor 3(1%),Carpet labor8(2,9%), Domestic servant 25(9%), Orphan 4(1.4%), Runaway 25(9%) and Sick 1(0.4%). This year categories Labor in biscuit factory 1(0.4%), Come to see Kathmandu 2(0.7%), Labor 4(1.4%), Labor in bag factory 1(0.4%), Selling paper 1)0.4%), Porter 5(1.8%), Stone query labor 1(0.4%), Street vendor 3(1.1%) are added and Tempo conductor 21(7.6%).


3.4 Place where children are rehabilitated

After the children have been registered, children are rehabilitated to different places as per the requirement.  As mentioned above already to meet the organization's objective the centers target is to rehabilitate 120 children per year. As the center aims specially for the family reunion of the children though it has been referring children in many other places too.

In 1996 among 169 rehabilitated children, 153 children were reunited with the family, 2 children were referred to the Child Care Home, 10 children were referred to skill training & job placement and 4 children were referred to CWIN educational sponsorship program.

Table 3.15 shows, in 1997, in total 145 rehabilitated children, 133 were reunited to the family, 4 were referred to child care home and 5 referred to skill training and job placement and 3 children were referred to the CWIN educational sponsorship program.

In 1998, in total 155 rehabilitated children 140 children were family reunited, 13 were referred to skill training, 1 child was referred to child care home and 1 child was referred to CWIN education sponsorship program.

Table 3.17 shows that, in 1999 total number of children rehabilitated were 244.  In which 207 children were reunited with the family, 29 children referred to skill training and job placement, 6 children referred to child care home, 1 child referred to CWIN educational sponsorship program i.e. CWIN hostel and 1 child was referred to SOS Surkhet.

Table 3.18 shows, in 2000 total no. of children rehabilitated were 239. In which 217 children were reunited with the family, 11 children referred to skill training and job placement, 8 children referred to child care home, 2 children referred to CWIN ESP and 1 children referred to Apanga Nawa Jeevan Kendra.

In 2001, total numbers of children rehabilitation were 224. This year only two categories, there are no referral to CWIN ESP and Skill training. In which  2208 children were families' reunion and 16 children referral to child care home(CCH).
