The system evolved will define the look and functionallity of the site to a considerable extent. Other contributing factors include the mix of coding involved: CSS; JavaScript; XHTML etc. At present the best approach seems to be to use CSS and JavaScript whilst keeping an eye on XHTML and XML. PHP and ASP seem to be contenders also, due to their cross-browser capabilities.
