Follow the link below to download the NET SDK v1.0. The SDK contains everything you need to compile and run the sample projects from a command line. You can use Notepad to edit the source code. On my system, the SDK required over 200 MBytes of hard disk space. Be warned, the total download is 100 MBytes.
