Leonardo is the most disciplined of all the turtles. He studies ninjitsu with a fierce devotion, always striving to be at his best. His devotion to his craft therefore makes him the closest of all his brothers to their Master Splinter, whom he trusts and looks up to without question. His personality makes him the leader of his brothers, as he is usually in the role of "big brother".
My take -
Leo is dedicated and disiplined, this everyone knows. His personality is that which makes him a natural leader. This is why his brothers look up to him for answers and plans for when they need to defend themselves or someone else. Despite this, I honestly think sometimes he wishes it wasn't this way. I think, sometimes, he gets tired of always having to have the answer, always be the "grown up". I also think if it was another way, he'd go insane. It's not in his personality to be a follower, and he'd probably be "backseat leading" the whole time. :)
