Licence to Kill [1989]

Allies

Felix Leiter – David Hedison

Felix Leiter has wedding bells on the mind in this James Bond film. He marries Della Churchill, but still keeps active in his field, investigating drug dealer Franz Sanchez. The wedding doesn’t go well however, when after, Sanchez’s men capture them both, feeding Felix to a shark and killing his wife.

He survives the ordeal, the incident causing Bond to go on a mission for revenge. Leiter appears at the end of the film to say he’ll be out soon and Bond will have his job back at MI6.

Memorable lines:

“See you in Hell!”

Sharkey – Frank McRae

Sharkey is present with Bond and Felix early in the film on their way to the wedding when Bond and Felix leave to go catch Sanchez, leaving Sharkey to explain to Della. He is present at the wedding and then later helps Bond to track down locations at the horrible affair with Felix.

Unfortunately, he is killed by Sanchez’s men, this enraging Bond only more.

Hawkins – Grand L. Bush

Hawkins is the agent who speaks to Bond after Felix is found, harmed by the shark. He tells of how they cannot do anything to stop Sanchez, and then brings Bond to his meeting with M.

Villians

Franz Sanchez – Robert Davi

Franz Sanchez is an infamous drug lord who has several connections in many places. He is the leader of Isthmus City, having control of the President, by bribing him. He is a brutal leader at times, citing loyalty to him as being supremely important.

He is ruthless to many that he meets, setting up the death of Della, the torture for Felix, whipping his wife, killing enemies, and trying to kill James Bond. Sanchez at first thinks Bond is on his side and takes him on as a problem solver of sorts.

During the final battle after the tanker chase, Bond and Sanchez both stand weakly and exhausted. Covered in fuel, Bond sets Sanchez on fire, just after showing him the lighter from Felix and Della, who Sanchez knows all too well.

Memorable lines:

“What did he promise you? His heart? Give her his heart.”

“I just want you to know that this is nothing personal. It's purely business.”

“Nobody saw you come in, so nobody has to see you go out.”

“Launder it.”

“Then I guess it's time to start cutting overhead.”

Dario – Benicio Del Toro

Dario was previously with the Contras before they kicked him out, now he works for Sanchez. Brutal and ruthless, Dario takes pleasure in conducting all of the less delightful jobs. He cuts out the heart of Lupe’s lover and also kills Felix’s wife, Della.

He later is sent to kill Pam, and thinks he has. Dario meets Bond again in the facility, almost sending Bond to his death, before shot by Pam and pulled into the grinder by Bond.

Milton Krest – Anthony Zerbe

Milton Krest runs a marine research facility in Key West and is a chief operator with Franz Sanchez. A drunk and a fool at times, Krest hits on Lupe when she is aboard his boat, the Wavekrest, and has a large amount of Sanchez’s money stolen from him by James Bond.

Later set up by Bond, Sanchez kills Krest in the most unusual fashion: locking him in a decompression chamber, and then severing the pipe vent.

Colonel Heller – Don Stroud

Heller is the head of security for Sanchez and also his main bodyguard. Initially convinced by Pam to steal for stinger missiles for immunity, Heller later accepts the idea, but is then caught by Sanchez.

For his disloyalty, he is impaled on a forklift.

Truman-Lodge – Anthony Starke

Truman Lodge is the financial wizard for Sanchez, handling many of his money affairs. He watches over the dealing with the Orientals and assists Sanchez in many of his ventures there. It is suggested to Sanchez from Bond that Lodge is ripping him off.

However, the destruction at the finale becomes too much for him, as well as Sanchez, who then shoots him outside of the car.

Memorable lines:

“Well done Franz! Another 80 million write-off.”

Ed Killifer – Everett McGill

Killifer once worked on the side of good with Felix Leiter, dropping by to say hello on his Wedding day. It is later revealed that Killifer took a two million dollar bribe by Sanchez to free him.

Witnessing the torture of Felix, Killifer runs off disgusted. He is later caught off guard by Bond and falls into the same shark pool, to his death, as Bond coldly watches.

Professor Joe Butcher – Wayne Newton

Professor Joe Butcher is the wily associate of Sanchez, who runs the organization that serves as a front to Sanchez’s operations. He secretly acts as a middleman between Sanchez and the many drug dealers he is associated with.

Falling for Pam’s charm, he allows her into his room with him. Expecting a different surprise, he is caught off guard when she holds him at gun-point. He is later seen escaping from the exploding facility.

Memorable lines:

“Bless your heart.”

Girls

Pam Bouvier – Carey Lowell

Pam Bouvier is an efficient pilot who has also worked for the CIA and is friends with Felix Leiter. She meets with Bond at the bar when Bond notices she is on Leiter’s computer, to be killed by Sanchez. After the brawl with Dario, the two of them team up and head to Isthmus.

She helps Bond all along the way, such as piloting the plane during the finale or pretending to be a harbor master. At the party near the ending of the film, she rushes off when she sees Bond with Lupe. Bond then jumps down into the pool near her and pulls her in with him.

Memorable lines:

“Out of gas. I haven’t heard that one in a long time.”

“Then why don’t you ask me?”

Lupe Lamora – Talisa Soto

Lupe is the girlfriend of Sanchez and is whipped by him when he finds her sleeping with another man, also taking the heart out of that man. She is a kept mistress and dislikes Sanchez, immediately attracted to Bond when he encounters her later in the mission.

She helps him with a diversion and covers for him when she is on the Wavekrest. She is genuinely happy at the end of the film, rid of Sanchez.

Gadgets

Walther PPK – (Dr. No – Tomorrow Never Dies)

The Walther PPK is first issued to James Bond in Dr. No by Major Boothroyd, when his Beretta is taken away. It delivers shots like a brick through a plate-glass window and has excellent stopping power. It has saved the life of James Bond on many of his missions and has been used to stop several of his main adversaries.

Bond has lost the PPK on numerous missions, always getting a new replacement from Q Branch. Professor Dent is the first unlucky victim of the powerful handgun in the famous scene in Dr. No.

The Walther PPK is 7.65mm and carries six rounds.

Exploding Alarm Clock –

This small gadget is brought by Q to Isthmus City in his suitcase. While he explains the use of it along with all the others to James Bond in hotel room, it is one of the few that is not used in the film.

Q explains how it is guaranteed to never wake up anyone who uses it.

Dentonite Toothpaste –

This normal looking toothpaste is one of the latest in plastic explosives.

James Bond uses this outside of the window pane of Sanchez’s office. He then sets a receiver in the toothpaste and later explodes the window from the rooftop across.

Receiver –

Disguised as a pack of cigarettes, James Bond uses this receiver when preparing to explode the window outside of Sanchez’s office.

Laser Camera –

Pam Bouvier calmly picks up this camera from Q’s case of gadgets in the hotel room and snaps a shot of Q and Bond, both quickly running out of view.

The camera, upon taking a picture, emits a laser directly ahead, and prints out a X-Ray photograph.

Signature Camera Gun –

This camera could be constructed into a highly powerful signature gun. Q explains the details of this gadget to Bond in the hotel room, telling how only Bond would be allowed to use the gun by programming its palm reader.

Bond later uses the gun to almost get a shot at Sanchez. It is later found by Kwang, who discovers what it is and wonders how this rogue acquired a signature gun.
