| What is wrong with Most Public Sector workers in my Country? | ||||||||||||||||||||||||
| What is happening to our public sector today? Good old days they were the driving force of the country where the overall controlling power was left in there safe hands. But today the situation is other way around. Public sector has become a burden on all of us and we have to take a risk of maintaining them while getting penalize from them. Is it the attitudes or the culture is an issue to discuss? But what I feels is that they are leased bothered about how they get there salaries at the end of the month. Who contributes it or who makes the funds available to them to enjoy a meal at the end of the day is not a worry at all? Attitude is we are Government employees with a pension and some privileges too connected along with. We don't have to worry about our salaries which are paid at the end of the month and it?s the responsibility of the Government to make sure the money is paid on time. When ever we wont we are happy to refuse working and be on the road to win our demands forgetting the suffering of the general public. | ||||||||||||||||||||||||

| I am not in a position of commenting on other Asian countries because I have very limited experience with other Asian countries on this issue but as a Sri Lankan I have a right to talk about my country. | ||||||||||||||||||||||||
| Public service in Sri Lanka has become a burden on all of us. Including all non public salaried and self employed in the country has to put a side some amount from our hardly earn money to maintain this wound. But what is in return for you? Do you get the due service, or respect or at least the timely response? Public servants get a tax free salary and pension in Sri Lanka, and 57 cents out of every tax rupee collected in the first five months of the year, went for their salaries. Now authorities have authorized 25,000 state-workers to apply for a tax-slashed car? An ordinary Sri Lankan citizen outside the public service have to pay more than twice the price, paid by a state worker to acquire a car due to the high tax burden. However salaries of all private sector workers are taxed at source through a pay-as-you-earn levy, whether or not they have an income tax file. | ||||||||||||||||||||||||
| Sri Lanka has a bloated public service into which tens of thousands of unemployed graduates were stuffed in recent years, as part of a vote-buying exercise. Another lot is on the road with banners trying to come in with in this year. | ||||||||||||||||||||||||
| Why do we walk in to a public service office? When ever we need any government controlled services or to receive a directive or to get the policy approvals for controlled services we are compel to channeled the respective officials. In any country certain services are controlled by the government to make the public life safer and smother. But with our experience is it the actual fact. How many of us have gone in to the Land registry to obtain a copy of a land document? What is our experience? What is happening in most of the ministries? Can we walk out with a smile in our face if we walked in to the Divisional secretariat office to obtain some services in the area? | ||||||||||||||||||||||||
| All in all it seems to be the attitudes of the individuals and the culture they practice. What the general public wanted is from the public service is not to breach the set rules and regulations. But they should be good service representatives. Every one has a value for there time. Every one it is immaterial is a rich or poor has a self respect. No one is authorized to damage it. Now the scenario is public service officers are kings and we become slaves in front of all to obtain our services. But still we are maintaining them. | ||||||||||||||||||||||||
| Young officials when they join the public sector in tens of thousands we dream for a customer focused service centers with a change in the attitudes. But to see the reality today after almost three years it has gone down to the worst since 2004. This shows the poor leadership and the bureaucratic culture where an individual becomes dead and non creative. | ||||||||||||||||||||||||
| We have only very few thousands as a cream of the students enter in to the universities to master in there area of studies. From the kindergarten to the Advance level basically we have few major exit points in our education system. Though there are no proper absorbing systems in to the job market all of them enter in to the job market on there own by specializing the interest areas and few out of the lot become employment creators by becoming entrepreneurs. All of them no matter what they do they enjoy the risk and develop themselves with the market trends and contributes to the development of the country as a whole. | ||||||||||||||||||||||||
| Out of the dropout it is negligible number who will look forward to a public sector employment but the majority of the cream who enter in to the higher education, after getting qualified from the respective areas wanted to get in to the public sector stream. What is this change? Is it that they think they must pay back the value of the free education they got in some way to the nation, or the out put from the system is useless who cannot survive in the demanding market? | ||||||||||||||||||||||||
| When join the public services what is happening to there creativity and team work? What is happening to the spirit they have in the universities. I have seen enough of them very creative and go getters. Nothing impossible attitudes, very helpful and good team players. Crossing the road near Colombo University is a death penalty these days because of the one way concept. Few weeks back I saw to my eyes that some students are helping an aged lady to cross the road safely. Two escoting her while one is helping with her bag. But when they took up the office in a public service centers what is happening to this sprit is questionable. One observation is just walk in to the Post office during a pension payment day or tries to go in to a Government bank on a teachers pay day.If you are smart enough to go inside an education office on a Wednesday after schools you will fell like all those officers in the office were given the education from robots not by the teachers. | ||||||||||||||||||||||||
| Who is there to question them? Why not the leaders take timely action to correct the system under there preview with out waiting for revolutions. Is it because they are least bothered or is it a matter of another public department to handle by investing so much of funds. | ||||||||||||||||||||||||
| What are the efficiency bar testing for public service officers and how efficient they are? Has it become just a paper goes in to a file. If the leaders are used to do proper evaluations considering� the value and the responsibility what is on individuals shoulders forgetting the personal relationship yes it will not be another paper for sure. | ||||||||||||||||||||||||
| For the present situation of the public services all in the channel are responsible. We as the general public too are responsible but at times we become helpless. If you highlight a weakness of any officials in any service office you will not be able to get anything done from that office for ever. There we get caught to the Public sector mafia. Then it will not stop there the network will start penalizing you where ever possible. Therefore we are use to shout our mouth and tolerate all nonsense. | ||||||||||||||||||||||||
